A RESOLUTION AUTHORIZING THE FILING OF A GRANT
APPLICATION WITH THE UNITED STATES OF AMERICA
DEPARTMENT OF TRANSPORTATION, FEDERAL TRANSIT
ADMINISTRATION, DISCRETIONARY BUS AND BUS FACILITIES
PROGRAM, STATE OF GOOD REPAIR, FOR ARCHITECTURAL, LAND
ACQUISITION, ENGINEERING AND CONSTRUCTION OF A BUS
MAINTENANCE AND STORAGE FACILITY
WHEREAS, the Federal Transit Administration (FTA) issued a Notice of Funding
Availability (NOFA) that it is making $775 million in Section 5309 Bus and Bus Facility funds
available nationwide through a "State of Good Repair" initiative; and
WHEREAS, for a number of years these funds were awarded in Colorado to the
Colorado Transit Coalition by means of a Congressional earmark. However, due to the
expiration of the federal transportation authorization, the funds are not available for earmarking
and will instead be awarded by the FTA on a nationwide competitive basis; and
WHEREAS, the Contract for financial assistance will impose certain obligations upon the
City, including the provision of the local share of project costs at 20%; and
WHEREAS, it is the goal of the City to follow all the Federal Transit Administration
procurement guidelines for construction projects, to include the assurance of meeting all federal
clauses requirements as it pertain to construction projects; now therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
A “Scope of Work” including a project description will be submitted to the Federal Transit
Administration on or before June 18, 2010 for the purpose of applying for a construction grant to
build a bus and bus storage facility for Pueblo Transit.
SECTION 2.
The President of City Council is hereby authorized to execute and deliver the grant
application in the name of and on behalf of the City of Pueblo, a Municipal Corporation, to the
Federal Transit Administration, and the City Clerk shall affix the seal of the City thereto and
attest same.

ISSUE
Should City Council approve the submittal of a grant application with the United States of
America, Department of Transportation, and Federal Transit Administration, to construct a bus
maintenance and storage facility at the current Pueblo Transit location and to acquire additional
land for expansion.
RECOMMENDATION
Approval of the Resolution.
BACKGROUND
The Federal Transit Administration (FTA) issued a Notice of Funding Availability (NOFA) making
$775 million in Section 5309 Bus and Bus Facility funds available nationwide through a "State of
Good Repair" initiative. For a number of years these funds were awarded in Colorado to the
Colorado Transit Coalition by means of a Congressional earmark. However, due to the
expiration of the federal transportation authorization, the funds are not available for earmarking,
and will instead be awarded by the FTA on a nationwide competitive basis.
Pueblo Transit has been planning for the construction of a multimodal bus storage and bus
facility for the last three years, and the request has been included in the Transportation
Improvement Plan (TIP) and the State Transportation Improvement Plan (STIP) as a priority.
FINANCIAL IMPACT
The anticipated project cost is $10,000,000, at an 80/20 matching ratio, with the Federal Transit
Administration share being 80% and the City’s share being 20% or $2,000,000. The 20% City
match comes from the City’s General Fund.
