AN ORDINANCE BUDGETING AND APPROPRIATING
FUNDS IN THE AMOUNT OF $29,000 RELATED TO THE
SOUTH PUEBLO HISTORIC AND ARCHITECTURAL
CONTEXT STUDY AND PRESERVATION PLAN AND
APPROVING A GRANT CONTRACT BETWEEN THE CITY
OF PUEBLO, A MUNICIPAL CORPORATION, AND THE
STATE OF COLORADO FOR THE DEPARTMENT OF
HIGHER EDUCATION, COLORADO HISTORICAL
SOCIETY FOR SAID PROJECT AND AUTHORIZING THE
PRESIDENT OF CITY COUNCIL TO EXECUTE SAME
WHEREAS, the first purpose of the City’s Historic Preservation Code is to
identify, designate and preserve those buildings, objects, monuments, structures and
sites which reflect outstanding elements of the community’s architectural cultural heritage;
and
WHEREAS, the City of Pueblo has received a grant from the Colorado Historical
Society, Certified Local Government grant program, to fund the South Pueblo Historic and
Architectural Context Study and Preservation Plan, subject to the execution of a Contract;
BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
The Contract and Attachments between the City of Pueblo, a Municipal
Corporation and the State of Colorado for the use and benefit of the Department of
Higher Education, Colorado Historical Society, relating to the South Pueblo Historic and
Architectural Context Study and Preservation Plan (Colorado Historical Society Project
#CO-10-22), copies which are attached hereto and incorporated herein, having been
approved as to form the City Attorney, are hereby approved.
SECTION 2.
The President of City Council is hereby authorized to execute and deliver said
Contract, in the name of and behalf of the City of Pueblo, a Municipal Corporation, and
the City Clerk shall affix the seal of the City thereto and attest same.
SECTION 3.
Funds in the amount of $29,000 are hereby budgeted and appropriated for this
project. A non-profit, Historic Pueblo Inc. will donate $500 to the City for the project.
SECTION 4.
This Ordinance shall become effective immediately upon final passage and
approval.

ISSUE
Should the City Council approve the grant contract with the Colorado State Historical
Society for the completion of a South Pueblo Historic and Architectural Context Study
and Preservation Plan and budget and allocate $29,000 for the completion of the
project?
RECOMMENDATION
Approval of the Ordinance.
BACKGROUND
The City’s Historic Preservation Commission was awarded a $28,500 grant to conduct a
South Pueblo Historic and Architectural Context Study and Preservation Plan in
February, 2010. The study will provide a detailed neighborhood history of the original
town of South Pueblo minus the Union Avenue area. The study will generate interest in
historic preservation and help owners better preserve their historic buildings by giving
them the resources to landmark their properties. The study will also help guide planning
decisions, as well as, landmark eligibility recommendations. The study will be made
available to the public via 50 printed copies.
FINANCIAL IMPACT
Administration of the grant will be the only fiscal impact. No city grant match is required.
Historic Pueblo Inc. will donate $500 to the effort for a total project budget of $29,000.
