A RESOLUTION ACCEPTING U.S. DEPARTMENT OF
JUSTICE, UNITED STATES MARSHALS SERVICE
FUNDING FOR THE POLICE DEPARTMENT SEX
OFFENDER REGISTRATION UNIT, ESTABLISHING
PROJECT NUMBER PD1004, AND AUTHORIZING THE
TRANSFER OF FUNDS THEREFORE
WHEREAS, the City Council of Pueblo has the authority on behalf of the City of
Pueblo, including its Police Department, to accept funding from the U.S. Department of
Justice, United States Marshals Service for public and municipal purposes, and
WHEREAS, the United States Marshals Service has tendered Adam Walsh Task
Force funding that will not exceed the amount of $5,014.98, and
WHEREAS, acceptance of the funding for the purposes for which it has been
made is in the best interest of the City and will benefit the health, welfare and safety of
the citizens of the City; now, therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
The Award of the Adam Walsh Task Force funding to the City of Pueblo is
hereby accepted and is approved effective as of May 10, 2010.
SECTION 2.
Project Number PD1004, Adam Walsh Funding, is hereby established in the
Police Grants Fund.

The amount of $5,014.98 is hereby authorized for transfer from the Projects to be
Determined Account in the Police Grants Fund to Project Number PD1004. Said funds
shall only be expended and used for this Project.

ISSUE
Should the City of Pueblo accept U.S. Department of Justice, United States Marshals
Service funding on behalf of the Police Department not to exceed the amount of
$5,014.98?
Department recommends approval of the Resolution.
BACKGROUND
This funding will allow the Police Department to purchase needed computer equipment
for use by the Sex Offender Registration Unit in support of and efforts in the
enforcement of sex offender registration laws in the Pueblo area.
FINANCIAL IMPACT
There is no local match required for this grant.

The United States Marshals Service - District of Colorado has allocated $5014.98 to the Pueblo
Police Department for the purchase of the items listed below, to be used by your Sex Offender
Registration Unit. Please provide a bill and invoice to our office for immediate reimbursement after
purchase. These funds are sourced directly from the USMS — Sex Offender Investigations Branch, not
from asset forfeiture programs.
We would like to also express our appreciation for your continuing support of the Adam Walsh Task
Force and efforts in the enforcement of sex offender registration laws in your jurisdiction.

We truly appreciate the offer by the USMS to help fund much needed equipment for our
Registered Sex Offender Unit. The requested equipment is a mobile laptop computer
set -up, similar to what our patrol officers have in their cars. However, this computer
would be installed in the Registered Sex Offender Unit's unmarked car, which would
greatly enhance the efficiency of tracking and managing Pueblo's 500+ sex offenders.
Currently, when instant data is needed to confirm information in a sex offender's file, a
call must be made to a records clerk to get that information. If the information is needed
after business hours, the Detective must return to his office to retrieve information in the
sex offender's file (dispatch does not have access). Most of our sex offender address
verifications /residence checks are done at night, so this has been a problem for many
years. We feel that if the Detective has instant access to the sex offender files in his
car, this whole dilemma can be solved and more checks can be done.
