A RESOLUTION AWARDING A CONSTRUCTION CONTRACT IN AN
AMOUNT NOT TO EXCEED $876,000.00 TO GLACIER CONSTRUCTION
COMPANY FOR SECTION 1 — JRD WATER RECLAMATION FACILITY
AMMONIA AND NUTRIENT REMOVAL PROJECT, AND AUTHORIZING
THE PURCHASING AGENT TO EXECUTE THE SAME
WHEREAS, installation of a site dewatering system is needed at the James R. Dilorio
Water Reclamation Facility, and;
WHEREAS the work was awarded to Glacier Construction Company.
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO. that:
SECTION 1.
A contract to install a site dewatering system at the James R. Dilorio Water Reclamation
Facility, Contract Agreement for Section 1 — JRD Water Reclamation Facility Ammonia Removal
Project with Glacier Construction Company (Project No. 10 -016; WWL01A) be, and the same is
hereby awarded to said bidder in an amount not to exceed $876,000.00.
SECTION 2.
The Purchasing Agent is hereby authorized to execute said contract on behalf of Pueblo,
A Municipal Corporation, and the City Clerk shall affix the seal of the City thereto and attest the
same.
SECTION 3.
Funds for said project shall be paid from the Sewer User Fund, subject to
reimbursement from funds, if any, taken from the Project Loan Subaccount established under
the 2010 Series A Project Loan Agreement between the Colorado Water Resources and Power
Development Authority and The City acting by and through its Sewer Enterprise.

Should the City Council approve an agreement in an amount not to exceed $876,000.00
with Glacier Construction Company for construction of a site dewatering system?
Approval of Resolution
BACKGROUND
The high water table at the Water Reclamation Facility has the potential to damage in-
ground concrete tanks when the tanks are emptied for maintenance. The tanks contain
mechanical equipment that require periodic maintenance. A site dewatering system will
allow groundwater pumping to lower the water table around the tanks temporarily,
allowing maintenance to be performed.
Glacier Construction Company was selected through a competitive bid process as the
best and lowest bidder. A copy of the bid summary sheet is attached.
FINANCIAL IMPACT
Funds for Section 1 — JRD Ammonia Removal Project (Project No. 10 -016, WWL01A)
will be paid from the Sewer User Fund, which will be reimbursed from proceeds, if any,
of a Colorado Water Resources and Power Development Authority loan to the Sewer
Enterprise which have been credited to a Project Loan Subaccount for payment of
construction costs, with the loan repayment obligation being evidenced by the Sewer
Enterprise's 201 0A Series Bond.

Recommendation for Award for Section 1 to
Glacier Construction Company
Dear Genc'.
At 10:00 am on March 10. 2010. bids for Section 1 of the Ammonia and Nutrient Removal
Project were publically opened and read aloud by the City of Pueblo's (City) Purchasing
Department. A copy of the bid tabulation compiled by the City is attached.
The bid is for an addition to and the renovation of the existing dewatering system around the
secondary clarifiers at the plant. )light additional wells will be added to the dewatering system.
Pour of the existing wells will be modified and one will be abandoned. Underground PVC
piping will connect all of the wells. The PVC discharge lines will combine before entering a new
meter vault that will measure flow from the wells. The meter vault will discharge to the plant
effluent channel.
The apparent low bidder is Glacier Construction Company of Englewood, Colorado. Glacier
Construction is a mid- sized. Colorado based general contractor specializing in public utility
work. The banking, bonding, insurance, and project references checks for Glacicr Construction
indicate they have the experience personnel, equipment, financial resources, bonding capacity.
and qualified subcontractors to successfully complete all of the Section I scope of work. With
respect to making good faith efforts to meet disadvantage business enterprise (DBE) goals.
Glacier Construction Company sent us a completed copy of DBE Solicitation Form A that is
attached for reference. Sun Valley the electrical subcontractor, is listed as a WBE, indicating
they qualify as a DBE.
Therefore, it is recommended that the City award Section 1 to Glacier Construction Company in
the amount of $876.000.00.
