HomeMy WebLinkAbout11809RESOLUTION NO. 11809 A RESOLUTION AUTHORIZING THE CITY OF PUEBLO TO SUBMIT A GRANT APPLICATION TO THE GREAT OUTDOORS COLORADO TRUST FUND (GOCO) FOR FUNDING FROM THE LOCAL PARKS AND OUTDOOR RECREATION (LPOR) PROGRAM FOR THE CITY PARK SHELTER ENHANCEMENT PROJECT AND AUTHORIZING THE PRESIDENT OF CITY COUNCIL TO EXECUTE THE SAME WHEREAS, the City of Pueblo strongly supports the Great Outdoors Colorado grant application for the City Park Shelter Enhancement Project; and WHEREAS, the City of Pueblo has requested $200,000 from Great Outdoors Colorado to construct new shade shelters and sidewalk connections. BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that: SFrTinN 1 A grant application requesting $200,000 from the Great Outdoors Colorado (GOCO) grant for funding from the Local Parks and Outdoor Recreation (LPOR) Program to construct the City Park Shelter Enhancement Project, a copy of which is attached hereto, is hereby approved and strongly supported. SECTION 2. The City of Pueblo will continue to maintain the Pueblo City Park and the amenities constructed with this project, in a high quality condition and will appropriate funds for maintenance in its annual budget. SECTION 3. The project site is currently owned by the City of Pueblo and will be owned by the City of Pueblo for at least the next 25 years. SFOTinN 4 The City of Pueblo has the ability the complete the project and has determined this ability in completing approximately 20 to 30 Public Works projects annually. SECTION 5. The City of Pueblo authorizes the funds in the amount of $200,000 be provided from the Pueblo County 1 -A Funds to match the project. SECTION 6. The President of the City Council is hereby authorized to execute and deliver the grant applications in the name of and on behalf of the City of Pueblo, a Municipal Corporation, and the City Clerk shall affix the seal of the City thereto and attest same. PACHECO, DIRECTOR TITLE A RESOLUTION AUTHORIZING THE CITY OF PUEBLO TO SUBMIT A GRANT APPLICATION TO THE GREAT OUTDOORS COLORADO TRUST FUND (GOCO) FOR FUNDING FROM THE LOCAL PARKS AND OUTDOOR RECREATION (LPOR) PROGRAM FOR THE CITY PARK SHELTER ENHANCEMENT PROJECT AND AUTHORIZING THE PRESIDENT OF CITY COUNCIL TO EXECUTE THE SAME ISSUE Should the City Council authorize the submittal of a grant application to the Great Outdoors Colorado Trust Fund (GOCO) for funding from the Local Parks and Outdoor Recreation (LPOR) Program, to fund the construction of the shelters at the Pueblo City Park and authorize the President of City Council to execute the same? Approval of the Resolution. BACKGROUND The proposed project will construct five (5) small and one (1) large (100 - person) picnic structures. The project will also include four (4) freestanding fabric sail -type structures located in the kiddie ride area of the Park. These structures are various sizes and shapes and will provide much needed shade and shelter for visitors. The shade shelters will be equipped with picnic tables and trash cans. The project includes 8,500 square feet of concrete pedestrian trails to provide access to the structures and playground and 500 linear feet of concrete curbhead around the swingsets. The landscape will be renovated with western landscape. A sign at the entrance to the kiddie rides will complete the project. The project is located within the existing Pueblo City Park, which not only serves the immediate neighborhoods, but also the entire community. In addition, because of the Kiddie Rides, Pueblo Zoo and the Party Caboose, this park is visited by people from outside Pueblo as well. The addition of the shelter and shade enhancements will create a more pleasant setting for visitors by allowing them to get out of the hot, Pueblo sun and inclement weather; therefore, making their time at the City Park more enjoyable. The estimated cost of the project is $405,000. The Spring 2010 Local Parks and Outdoor Recreation grant request for the City Park Shelter Enhancement Project in the amount of $200,000 will be matched with $200,000 from the Pueblo County 1 -A Funds and $5,000 from Xcel Energy. FINANCIAL IMPACT The park amenities for the Pueblo City Park are estimated to cost $405,000. The following is a breakdown of the proposed funding for the project: GOCO LPOR Funds $ 200,000 Xcel Energy Funds $ 5,000 Pueblo County 1 -A Funds (FY 2011) $ 200,000 TOTAL $ 405,000 If this grant is awarded, the City will appropriate and budget funding for the project at the same time the GOCO grant agreement is approved. The Spring 2010 Local Parks and Outdoor Recreation grant request for the City Park Shelter Enhancement Project in the amount of $200,000 will be matched with $200,000 from the 1 -A Funds. The matching funds, known as 1 -A funds received voter approval in 2007. This was one of the projects that was identified to be completed. The City Park is the heaviest used park in the City of Pueblo, with the Kiddie Rides alone bringing in almost 250,000 people (which are only open from mid -April to early September, for 3 hours per day). The installation of the shade shelters will enable the Parks and Recreation Department to open the facility earlier in the day, without worry of the hot sun; therefore, expanding the most popular and inexpensive summer activities in the City. 8.
