HomeMy WebLinkAbout11802RESOLUTION NO. 11802 A RESOLUTION ACCEPTING COLORADO DEPARTMENT OF TRANSPORTATION FUNDING FOR THE SUPERBOWL WEEKEND DUI GRANT, ESTABLISHING PROJECT NUMBER PD1001, AND AUTHORIZING THE TRANSFER OF FUNDS THEREFORE WHEREAS, the City Council of Pueblo has the authority on behalf of the City of Pueblo, including its Police Department, to accept funding from the State of Colorado for public and municipal purposes, and WHEREAS, the Colorado Department of Transportation has tendered Superbowl Weekend DUI Grant funding that will not exceed the amount of $5,400.00, and WHEREAS, acceptance of the funding for the purposes for which it has been made is in the best interest of the City and will benefit the health, welfare and safety of the citizens of the City; now, therefore, BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO. that: SECTION 1. The Award of the Superbowl Weekend DUI Grant funding to the City of Pueblo is hereby accepted and is approved effective as of February 5, 2010. SECTION 2. Project Number PD1001, Superbowl Weekend DUI Grant, is hereby established in the Police Grants Fund. SECTION 3. The amount of $5,400.00 is hereby authorized for transfer from the Projects to be Determined Account in the Police Grants Fund to Project Number PD1001. Said funds shall only be expended and used for this Project. A purchase order for this amount is being processed by COOT and should be received by your agency prior to the start of the enforcement period. Please have your enforcement plan entered on the COOT Traffic and Safety website no later than 1700 hours on Friday, January 29th. After the enforcement ends, your arrests should be entered on the website no later than 1700 hours on Wednesday, February 10th. We would like to beef up our regular DUI enforcement officers with an additional six officers per night working six hour shifts during Super Bowl weekend. Our plan of attack would be to divide our city into six parts, each overtime officer would be responsible for a section of the city. They would concentrate in the bar areas of their assigned beats, but would also handle the suspected DOI drivers that are found by our patrol officers. Our communication center will be advised of the additional officers and will route the REDDI (Report Every Drunk Driver Immediately) calls to the DUI officer in that area. Along with our regularly scheduled DUI officers these additional officers will have a great impact on our drinking and driving public. As you know, some citizens of Pueblo believe that it is their constitutional right to drink and drive, these additional officers may curb that perception. I'm requesting the additional six officers work six hours of overtime per night. This would equal 36 hours of overtime per night for Friday, Saturdav and Sunday. Using an averaqe overtime salary of $50.00 an hour the Pueblo Police Department is requesting $5900.00 in overtime funds for the Super Bowl Weekend Campaign. Sgt. STATE OF COLORADO DEPARTMENT OF TRANSPORTATION 4201 East Arkansas Avenue OT Denver, Colorado 80222 (303) 757 -9463 FAX (303) 757 -9219 January 5, 2010 Dear Law Enforcement Partner: On behalf of the Office of Transportation Safety (OTS), I would like to invite you to participate in an impaired driving enforcement campaign to take place between February 5, 2010 and February 8, 2010, to coincide with Super Bowl XLIV weekend. These are state funds for high visibility impaired driving enforcement as outlined in Colorado C.R.S. 42 -3 -303. From input solicited from various law enforcement agencies statewide, the weekend of the Super Bowl was identified as a time frame when incidents of impaired driving were higher than normal and the chances for alcohol or drug related crashes increased. OTS data indicated that between 2006 and 2008, 50% of the 12 fatalities that occurred over Super Bowl weekends in Colorado were alcohol related. Last year, 11 Colorado State Patrol field troops and 23 local law enforcement agencies arrested 271 impaired drivers during Super Bowl weekend. Only 1 fatality occurred during this enforcement period, and it was not impaired driving related. Overtime funds are available for agencies to conduct increased patrols, saturation patrols, or sobriety checkpoints during this enforcement period. You would also be required to enter an enforcement plan and your agency's arrest statistics on the CDOT website, and submit a claim form for reimbursement of personal services for impaired driving enforcement. If your agency is interested in taking part in this enforcement campaign, please respond to me by email no later than Friday, January 22nd (or call if you have questions) at bruce.sheetz(adot.state.co.us with your estimated funding request and a brief operations plan.
