A RESOLUTION APPROVING AN AGREEMENT
BETWEEN KNOWLEDGE COMPUTING CORPORATION,
CITY OF PUEBLO, A MUNICIPAL CORPORATION, THE
BOARD OF COUNTY COMMISSIONERS OF PUEBLO
COUNTY, COLORADO AND THE PUEBLO COUNTY
SHERIFF
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
The Agreement between Knowledge Computing Corporation, City of Pueblo, a
Municipal Corporation, the Board of County Commissioners of Pueblo County, Colorado
and the Pueblo County Sheriff, dated December 28, 2009 (the "Agreement'), a true
copy of which is attached hereto, having been approved as to form by the City Attorney,
is hereby approved.

The President of the City Council is hereby authorized to execute the Agreement
on behalf of the City of Pueblo, a Municipal Corporation and the City Clerk to attest
same and affix the seal of the City thereto.

TITLE
A RESOLUTION APPROVING AN AGREEMENT BETWEEN KNOWLEDGE
COMPUTING CORPORATION, CITY OF PUEBLO, A MUNICIPAL CORPORATION,
THE BOARD OF COUNTY COMMISSIONERS OF PUEBLO COUNTY, COLORADO
AND THE PUEBLO COUNTY SHERIFF
ISSUE
Should the City Council approve an Agreement between the City and County and
Knowledge Computing Corporation ( "KCC ") for KCC to provide software licensing,
services and maintenance and support for the CopLink software to enable the City and
County to participate in the Colorado Information Sharing Consortium.
RECOMMENDATION
The Department recommends approval of the Resolution.
BACKGROUND
Numerous police and sheriffs departments throughout Colorado have come together in
a consortium for the purpose of computerized sharing of criminal justice information.
The consortium has been operating for some time, using proprietary "CopLink" software
supplied by KCC in order to share data among agencies. The City has received a
Colorado Justice Assistance Recovery Grant (JAG ARRA), Grant No. 29- JR- 06 -33 -1
(the "Grant "), for the purpose of procuring the CopLink software, licenses, certain
related services and software maintenance and support to enable the City and Sheriff to
participate in the consortium. The Grant funding will pay the entire software license and
initial service costs for both agencies, as well as maintenance and support for both
entities for the first year.
If approved by Council by a separate Ordinance being presented to Council, the City
and County will enter into an MOU whereby they agree to jointly enter into the
Agreement with KCC for licensing the CopLink software, services and maintenance and
support. Under that MOU, the initial costs under the Agreement will be paid by City from
the Grant proceeds, and each party will be responsible for payment of its respective
annual maintenance /support costs for the CopLink software for each year subsequent
to the first year. This Resolution authorizes the City to enter into the Agreement, in
partial fulfillment of its obligations under the MOU, and will enable the City to obtain the
necessary software for participation in the consortium.
FINANCIAL IMPACT
There is no financial impact to the City of Pueblo for the first year. The second year
cost will be $7,950.00 to the City as a maintenance cost associated with use of the
software.
