Approval of Resolution BACKGROUND Due to the resignation of Mikal Torgerson and term expirations of Donna Alber and Deborah Espinosa, there are three terms to be filled on the Historic Preservation Commission. Two appointments will be for the 4 -year terms expiring January 1, 2014 and one appointment will complete the 4 -year term expiring January 1, 2013. Donna Alber is term - limited and not eligible for reappointment. Incumbent Deborah Espinosa was first appointed to the Commission in 2004, to complete a term expiring in 2006 and was then reappointed to a full 4 -year term. She DOES wish to be considered for reappointment. Section 4 -14 -4 of the Pueblo Municipal Code states: Sec. 4 -14-4. Historic Preservation Commission (HPC). (a) There is hereby created the Pueblo Historic Preservation Commission (HPC), consisting of seven (7) members who have resided in the City for at least one (1) year preceding their appointment. As further explained in the Code: (e) ...Also, to the extent available, Council shall appoint one (1) member who is a tenant or real property owner from the Historic Business Zone District (HB). Council shall attempt to maintain the balance of interests and skills of the members of HPC; however, at least three (3) members of HPC should be professionals in historic preservation related fields. Following an advertisement published in The Pueblo Chieftain on Sunday, November 15, 2009, seeking volunteers to serve on the Commission, applications were received from the following individuals.
