HomeMy WebLinkAbout11771RESOLUTION NO. 11771 A RESOLUTION OF INTENT TO COMMIT AVAILABLE CITY RESOURCES TO THE FUTURE EXPLORATION AND PLANNING OR RECYCLING AND OTHER ENVIRONMENTAL SUSTAINABILITY AND SOLID WASTE MANAGEMENT OPTIONS FOR THE CITIZENS OF PUEBLO WHEREAS, environmental sustainability and solid waste management are two important challenges that face communities of all sizes; and WHEREAS, communities with solid waste management programs in place, such as variable -rate pricing for municipal solid waste, have reported significant increases in community recycling, reduced solid waste generation, reduced greenhouse gas emissions, and increased revenues that can be used for covering solid waste costs; and WHEREAS, environmental sustainability and solid waste management programs can generate employment opportunities, create sustainable industries within a community, extend the life of area landfills, and lower service costs to citizens; and WHEREAS, communities with environmental sustainability and solid waste management programs in place may be considered more desirable to businesses and individuals wishing to relocate compared to those communities without similar programs; NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that cFCTTnN 1 The Pueblo City Council intends to commit available future City resources to the exploration and planning of recycling and other environmental sustainability and solid waste management options for the citizens of Pueblo. SECTION 2. The Pueblo City Council intends to explore mandatory residential curbside single stream recycling, variable -rate pricing for solid waste disposal, and other sustainability options for the betterment of the community. SECTION 3. The Pueblo City Council intends to study community recycling and other environmental sustainability and solid waste management programs that will generate employment opportunities, create sustainable industries within the city, divert recyclable waste from area landfills, develop a recycling /remanufacturing industry, and lower service costs to the citizens. SECTION 4. The Pueblo City Council intends to study recycling, environmental sustainability, and solid waste management programs through the open competitive Request for Proposals (RFP) process as City funds become available. cFrTTnN 5- This Resolution shall become effective upon final approval and passage. This Resolution is brought forth at the request of Council Members Randy Thurston, Barbara Vidmar, and Michael Occhiato. BACKGROUND Environmental sustainability and solid waste management are two important challenges that face communities of all sizes. According to the Environmental Protection Agency, communities with solid waste management programs in place, such as pay -as- you -throw (PAYT) or variable -rate pricing for municipal solid waste, have reported significant increases in recycling, reduced solid waste generation, reduced greenhouse gas emissions, and increased revenues that are typically used to cover their solid waste costs. Environmental sustainability and solid waste management programs can generate employment opportunities and create sustainable industries within the community, as well as extend the life of area landfills and lower service costs to the citizens. In addition, communities with environmental sustainability and solid waste management programs in place may be considered more desirable to businesses or individuals wishing to relocate than those communities without similar programs.
