HomeMy WebLinkAbout11764RESOLUTION NO. 11764 A RESOLUTION ESTABLISHING A PARKS AND RECREATION ADVISORY COMMISSION BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO. COLORADO. that: SECTION 1: There is hereby established and created the Parks and Recreation Advisory Commission (the "Commission ") as an advisory commission to the City Council and the Parks and Recreation Department. The Commission shall consist of seven (7) members who reside within the City of Pueblo and serve without compensation. The City Council shall appoint the members of the Commission. One Commission member shall be appointed from each of the four City Council districts, one Commission member shall be appointed from the City Planning and Zoning Commission, and two Commission members shall be appointed at- large. Members shall be appointed for terms of three (3) years provided that members initially will be appointed for staggered terms. The Commission shall select its own officers and may adopt bylaws not inconsistent with this Resolution. SECTION 2 Functions of the Committee shall be as follows: a. The Commission will consult with and provide recommendations to the City Council and Parks and Recreation Department on matters pertaining to the planning, development, improvement, beautification, equipping and maintaining the public parks, playgrounds, programs, urban forest, and recreation facilities, as well as park rules, regulations and budgetary matters. b. The Commission will assist in the development and monitoring of goals and objectives for the department. c. The Commission will provide input for the long -range planning of resources for capital projects for the rehabilitation, design and /or development of parks and recreation facilities. d. The Commission shall be an information conduit from the department to the public and vice versa. e. Make periodic reports with respect to Parks and Recreation to the City Council. SECTION 3: The Board shall not have regular staff or budget but may request administrative assistance from the Parks and Recreation Department. Approval of the Resolution. BACKGROUND At the Council Work Session held June 15, 2009, a group of citizens asked City Council to consider establishing a Parks and Recreation Advisory Commission (Commission hereafter). The creation of the Commission was also recommended by the GreenPlay Parks and Recreation Assessment and Implementation Plan completed in 2008. The creation of the Commission has been delayed until the new parks and recreation director could be hired. Pl1RPnSF The purpose of the Commission is to serve in an advisory capacity providing recommendations to the Parks and Recreation Department and City Council on issues related to planning, operation and development of the parks and recreation department including its programs, services and facilities. ROLE: • Committee members serve as community advocates for the department, relaying and receiving information to /from the community about issues and projects. • The Commission may advocate on the Department's behalf to the public and Council. • The Commission may act as an advocate to the Department on behalf of the public. • The Commission may advocate on behalf and support the Department at official public events. • Committee members are not elected officials, but rather, are appointed officials who serve at the pleasure of Council. RESPONSIBILITY: • The Commission will consult with and provide recommendations to the Parks and Recreation Department and City Council on matters pertaining to the planning, development, improvement, beautification, equipping and maintaining the public parks, playgrounds, programs, urban forest, and recreation facilities, as well as park rules, regulations and budgetary matters. • The Commission will assist in the development and monitoring of goals and objectives for the department. • The Commission will provide input for the long -range planning of resources for capital projects for the rehabilitation, design and /or development of parks and recreation facilities. • The Commission shall be an information conduit from the department to the public and vice versa. COMMISSION ORGANIZATION: All members of the Commission will be appointed and be subject to removal by the City Council. The Commission will have the authority to elect its own officers and adopt its own bylaws. Meetings of the Commission will be open to the public and adequate notice thereof will be given to its members. The Commission will be composed of seven members who reside within the City of Pueblo and serve staggered three -year terms. One Commission member will be appointed from each of the four City Council districts, one Commission member will be appointed from the City Planning and Zoning Commission, and two Commission members will be appointed at- large. The Parks and Recreation Department will be the coordinating department for the Parks and Recreation Advisory Commission. FINANCIAL IMPACT The members appointed to the Parks and Recreation Advisory Commission will serve without compensation. The Parks and Recreation Department will, subject to available funding, provide support to the Commission in the preparation of agendas and minutes of the commission meetings.
