A RESOLUTION APPOINTING SCOTT W. HOBSON TO
THE ARKANSAS RIVER BASIN ROUNDTABLE
REPRESENTING PUEBLO COUNTY MUNICIPALITIES
WHEREAS, Scott W. Hobson, as a resident of the Arkansas Basin is qualified to
represent the Pueblo County municipal interests on the Arkansas River Water Basin
Roundtable;
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
City Council recognizes the invaluable role of water basin discussions on water
use and development and locally based solutions to water management.
SECTION 2.
City Council acknowledges the importance of knowledgeable and professional
municipal representation on the Arkansas River Water Basin Roundtable with respect to
the issues of water, natural resources, long range water planning and funding.
SECTION 3.
City Council does hereby appoint Scott W. Hobson to the Arkansas River Basin
Roundtable as representative of the Pueblo County municipalities.

ISSUE
Should the City Council appoint Scott W. Hobson to the Arkansas River Basin
Roundtable representing the Pueblo County municipalities?
Approval of the Resolution.
BACKGROUND
On July 11, 2005, City Council approved Resolution No. 10444 appointing Thomas J.
Florczak to the Arkansas River Basin Roundtable representing Pueblo County
municipalities. Mr. Florczak served as the City's representative in this position until
September 2009 when he submitted his resignation due to his appointment as the
Deputy City Attorney with the City. Mr. Florczak has provided professional
representation and knowledge of the water issues in the Arkansas Water Basin that has
been valuable to the City and the residents of Pueblo. Based on the importance of the
City's ongoing involvement with regional and statewide water issues it is important that
a knowledge person be appointed to fill that vacancy. I would recommend that the
Assistant City Manager for Community Investment, Scott W. Hobson, be appointed to
the Arkansas River Basin Roundtable. Mr. Hobson has knowledge of environmental,
agricultural, recreation, and industrial water issues within the Arkansas River Basin. Mr.
Hobson also works extensively on funding for public projects that involve water issues
within the City and Pueblo region.
