A RESOLUTION ACCEPTING COLORADO
DEPARTMENT OF TRANSPORTATION FUNDING FOR
THE FALL FESTIVAL DUI GRANT, ESTABLISHING
PROJECT NUMBER PD0909, AND AUTHORIZING THE
TRANSFER OF FUNDS THEREFORE
WHEREAS, the City Council of Pueblo has the authority on behalf of the City of
Pueblo, including its Police Department, to accept funding from the State of Colorado
for public and municipal purposes, and
WHEREAS, the Colorado Department of Transportation has tendered Fall
Festival DUI Grant funding that will not exceed the amount of $5,000.00, and
WHEREAS, acceptance of the funding for the purposes for which it has been
made is in the best interest of the City and will benefit the health, welfare and safety of
the citizens of the City; now, therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
The Award of the Fall Festival DUI Grant funding to the City of Pueblo is hereby
accepted and is approved effective as of September 14, 2009.
SECTION 2.
Project Number PD0909, Fall Festival DUI Grant, is hereby established in the
Police Grants Fund.
SECTION 3.
The amount of $5,000.00 is hereby authorized for transfer from the Projects to be
Determined Account in the Police Grants Fund to Project Number PD0909. Said funds
shall only be expended and used for this Project.

Should the City of Pueblo accept Colorado Department of Transportation Fall Festival
DUI Grant funding on behalf of the Police Department not to exceed the amount of
$5,000.00?
Staff recommends approval of the Resolution.
BACKGROUND
This funding will allow the Police Department to conduct DUI saturation patrols around
various Fall Festivals in the city.
FINANCIAL IMPACT
There is no local match required for this grant.

Subject: Fall Festival Enforcement Funding
Thank you for applying for funds to participate in the Fall Festival Enforcement campaign that will run from September 11 through
October 24, 2009. You have been allocated 100% of the funds that you requested for this enforcement period, and your purchase
orders are in the process of being issued. You should receive those prior to the start of the campaign on September 11th.
All work must be performed between these two dates to qualify for reimbursement. I have attached a claim form and an example of
backup documentation that must accompany the claim in order for your agency to get paid. All claims and backup documentation
must be submitted to Leslie Chase by December 5, 2009. No need to send individual time sheets, logs, or other payroll documents.
We have limited space to file reports, so the fewer pieces of paper we get, the better.
Please post your enforcement plans on the "Fall Festival Enforcement 2009" website at least 7 days prior to the start of your
enforcement for each specific festival or event, and post your arrests within 3 days of concluding the enforcement. Enterthe name of
the festival or event in the comments section of the enforcement plan entry screen.
If your enforcement plan is to conduct a sobriety checkpoint, the enforcement plan for that checkpoint must be entered on the
"Summer Checkpoints 2009" website, also.
If you plan to release information to the press regarding enforcement during this campaign, please send the release to me and
Heather Halpape ( heather .halpape @dot.state.co_us) at CDOT Public Relations prior to release to the media. We need to review these
to ensure coordination of information and to ensure that we all distribute the same message.
Your final report, which is a summary of your enforcement activity and results on your agency's letterhead, is due to me by December
S, 2009.

2009 FALL FESTIVAL
HIGH VISIBILITY ENFORCEMENT
IMPAIRED DRIVING CAMPAIGN
CDOT's Office of Transportation Safety will provide funding for overtime
enforcement of Colorado's impaired driving laws between September 11 and
October 24, 2009. Numerous art, music, balloon, BBQ, beer, and wine festivals
are held annually in Colorado during the fall. In 2005 - 2007, an average of 34
people lost their lives each year in alcohol related crashes in Colorado during the
months of September and October.
In the 2008 legislative session, House Bill 1194 was passed which, among other things, requires
CDOT to "increase the episodes of high - visibility drunk driving law enforcement " Impaired
driving enforcement during Super Bowl weekend was the fast of these episodes, and June
Checkpoints was the second. This third enforcement period will be followed by Thanksgiving
Weekend enforcement in November.
TO JOIN THE CAMPAIGN
The agency agrees to
1. provide overtime to law enforcement officers for enforcement of Colorado's impaired driving laws at
DUI checkpoints, saturation patrols, increased patrols, or dedicated DUI enforcement cars,
2. utilize only officers who are currently SFST certified to conduct roadside maneuvers;
3. report all enforcement plans and activity to the CDOT website by the specified deadlines;
4. contact CDOT's Public Relations Office prior to issuing a local press release to coordinate media
efforts;
5. submit claims on CDOT forms (no handwritten claims will be accepted) with backup documentation
(detailing officer names, dates and hours worked, hourly pay, and total pay) by 12/05/09;
6. submit a final report on agency letterhead summarizing activity, arrests and crashes compared to last
year, overall results of the enforcement, and any significant events that occurred, by 12/05/09.
Allowable charges
t. Overtime pay for enforcement activities directly related to impaired driving enforcement at
agency overtime rate. There is no match requirement for this funding.
