A RESOLUTION ACCEPTING FUNDING FOR THE
COLORADO AUTO THEFT PREVENTION AUTHORITY
(CATPA) PROGRAM, ESTABLISHING PROJECT NUMBER
PD0906, AND AUTHORIZING THE TRANSFER OF FUNDS
THEREFORE
WHEREAS, the City Council of Pueblo has the authority on behalf of the City of
Pueblo, including its Police Department, to accept funding from the State of Colorado
for public and municipal purposes, and
WHEREAS, the Colorado Department of Public Safety has tendered 2009 Auto
Theft Prevention Authority (CATPA) funding in the amount of $7,632.00, and
WHEREAS, accepting the funding for the purposes for which it has been made is
in the best interest of the City and will benefit the health, welfare and safety of the
citizens of the City; now, therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
The award of the 2009 Colorado Auto Theft Prevention Authority (CATPA)
funding to the City of Pueblo is hereby accepted and is approved effective as of July 27,
2009.
SECTION 2.
Project Number PD0906, CATPA, is hereby established in the Police Grants
Fund.

The amount of $7,632.00 is hereby authorized for transfer from the Projects to be
Determined Account in the Police Grants Fund to Project Number PD0906. Said funds
shall only be expended and used for this Project.

ISSUE
Should the City of Pueblo accept 2009 Colorado Auto Theft Prevention Authority
(CATPA) funding on behalf of the Police Department in an amount of $7,632.00?
Approval of the Resolution.
BACKGROUND
In 2003, Colorado ranked above national auto theft rates and was among the top ten
states in the country for auto theft. These automobile theft statistics supported the
legislation to form the Colorado Automobile Theft Prevention Authority (CATPA) to
award grants to assist in improving and supporting automobile theft prevention
programs or programs for the enforcement or prosecution of automobile theft crimes
through statewide planning and coordination. Today, Colorado is now ranked 20th
based on the 2007 national crime data from the Federal Bureau of Investigation for
automobile theft.
FINANCIAL IMPACT
There is no City match for the funding award. The City will receive $7,632.00 as their
share of the $216,042.00 Colorado Automobile Theft Prevention Authority Grant Funds.
Other Agencies included in this grant award are as follows:
Colorado Springs Police Department will receive $99,936.00
El Paso County Sheriff's Office will receive $37,910.00
Pueblo County Sheriff's Office will receive $34,864.00
Fountain Police Department will receive $34,552.00
Monument Police Department will receive $1,148.00
(Amounts show also include equipment awarded through the Grant)
The Colorado Automobile Prevention Authority Grant Funds in the amount of $7,632.00
that the City of Pueblo will receive will be used to offset overtime costs to conduct multi -
jurisdictional law enforcement interdiction, increase public awareness of automobile
theft and to facilitate cross - jurisdictional information sharing. Details of these projects
are outlined in the Project Plan Section of the Grant Application.
