A RESOLUTION ACCEPTING COLORADO DEPARTMENT
OF TRANSPORTATION FUNDING FOR THE 2009 JUNE
DUI CHECKPOINT PROJECT, ESTABLISHING PROJECT
NUMBER PD0904, AND AUTHORIZING THE TRANSFER
OF FUNDS THEREFORE
WHEREAS, the City Council of Pueblo has the authority on behalf of the City of
Pueblo, including its Police Department, to accept funding from the State of Colorado
for public and municipal purposes, and
WHEREAS, the Colorado Department of Transportation has tendered 2009 June
DUI Checkpoint Project funding that will not exceed the amount of $6,000.00, and
WHEREAS, acceptance of the funding for the purposes for which it has been
made is in the best interest of the City and will benefit the health, welfare and safety of
the citizens of the City; now, therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
The Award of the 2009 June DUI Checkpoint Project funding to the City of
Pueblo is hereby accepted and is approved effective as of May 26, 2009.
SECTION 2.
Project Number PD0904, 2009 June DUI Checkpoint, is hereby established in
the Police Grants Fund.
SECTION 3.
The amount of $6,000.00 is hereby authorized for transfer from the Projects to be
Determined Account in the Police Grants Fund to Project Number PD0904. Said funds
shall only be expended and used for this Project.

ISSUE
Should the City of Pueblo accept Colorado Department of Transportation 2009 June
DUI Checkpoint Project funding on behalf of the Police Department not to exceed the
amount of $6,000.00?
Approval of the Resolution.
BACKGROUND
This funding will allow the Police Department to increase its efforts in DUI enforcement
with weekend DUI checkpoints over a three -week period between June 5 and June
22 This funding will allow the Police department to participate in joint projects with
Local Law Enforcement Agencies involving enforcement operations and community
awareness campaigns.
FINANCIAL IMPACT
There is a 25% match required for this funding which will be met though an in -kind
commitment of on -duty personnel, vehicle usage, and on -duty administrative services.

Thank you for applying for funds for the first June Checkpoint Campaign.
We have had an overwhelming response to this new high visibility enforcement campaign, and
with the restricted amount of funds for this first year, we were not able to fund all
agencies 1000. The Pueblo Police Department has been all otted $6,000.00 for the June
Checkpoint campaign.
Please let me know if you will be able to accept these funds or not.

- Funding : CDOT's Office of Transportation Safety will provide funding for
overtime enforcement on DUI, checkpoints to be held on the first 3 weekends in
June (5th - 8th, 12 - 15 and 19 -22 nd) , between 6:00 PM on Fridays to 3:00 AM
on Mondays.
In the 2008 legislative session, House Bill 1194 was passed which, among other things, requires
CDOT to "increase the episodes of high- visibility drunk driving law enforcement." Impaired
driving enforcement during Super Bowl weekend was the first of these episodes. This second
enforcement period will be followed by a third one in October and. the fourth in November.
Details on these enforcement campaigns will be coming out in the near future.
TO JOIN THE CAMPAIGN
The agency agrees to
1. provide overtime enforcement of Colorado's impaired driving laws at DUI checkpoints established
according to current procedures in compliance with the Attorney General's legal opinion,
2. utilize only officers who are currently SFST certified to conduct roadside maneuvers;
3. report all checkpoint enforcement activity between the hours of 6:00 PM Friday to 3:00 AM
Monday on the first 3 weekends in June to the CDOT traffic safety website by the specified
deadline;
4. submit allowable claims on CDOT forms by the established deadline.
Allowable charges
i. Overtime pay for enforcement activities directly related to checkpoint operations at agency
overtime rate. There is a 25% match required for this funding, which can be made up from vehicle
costs, administrative costs of scheduling and setting up checkpoints, non -grant funded officer hours at
the checkpoints, or anything else directly related to checkpoint operations. The match will have to be
indicated on your claim for reimbursement and detailed on your backup documentation that
accompanies the claim.
