HomeMy WebLinkAbout11614RESOLUTION NO. 11614 A RESOLUTION ACCEPTING COLORADO DEPARTMENT OF TRANSPORTATION FUNDING FOR THE 2009 MAY CLICK IT OR TICKET PROJECT, ESTABLISHING PROJECT NUMBER PD0903, AND AUTHORIZING THE TRANSFER OF FUNDS THEREFORE WHEREAS, the City Council of Pueblo has the authority on behalf of the City of Pueblo, including its Police Department, to accept funding from the State of Colorado for public and municipal purposes, and WHEREAS, the Colorado Department of Transportation has tendered 2009 May Click it or Ticket Project funding that will not exceed the amount of $3,500.00, and WHEREAS, acceptance of the funding for the purposes for which it has been made is in the best interest of the City and will benefit the health, welfare and safety of the citizens of the City; now, therefore, BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1. The Award of the 2009 May Click it or Ticket Project funding to the City of Pueblo is hereby accepted and is approved effective as of May 11, 2009. SECTION 2. Project Number PD0903, May Click It or Ticket, is hereby established in the Police Grants Fund. BILLINGS. JR. TITLE A RESOLUTION ACCEPTING COLORADO DEPARTMENT OF TRANSPORTATION FUNDING FOR THE 2009 MAY CLICK IT OR TICKET PROJECT, ESTABLISHING PROJECT NUMBER PD0903, AND AUTHORIZING THE TRANSFER OF FUNDS THEREFORE ISSUE Should the City of Pueblo accept 2009 Colorado Department of Transportation Click It or Ticket Project funding on behalf of the Police Department not to exceed the amount of $3,500.00? RECOMMENDATION Approval of the Resolution. BACKGROUND This funding will allow the Police Department to increase its enforcement of Colorado's child passenger safety and seat belt laws. Focus will be in areas of our community that have had the highest rate of teen crashes and fatalities. FINANCIAL IMPACT There is no match required for this grant. Campaign Goals: • Increase compliance with Colorado's occupant protection laws • Increase compliance with Colorado's Graduated Drivers Licensing (GDL) laws • Increase public awareness of the likelihood of receiving a ticket for non - compliance Funding: The Colorado Department of Transportation will provide funding for overtime enforcement during a "wave" scheduled for May 18 through May 31, 2009. NO OTHER ENFORCEMENT ACTIVITY HAS THE SAME "BOTTOM LINE " POTENTIAL FOR REDUCING DEATHAND INJURY ON COLORADO'S ROADWAYS Your agency agrees to: 1. provide overtime enforcement of Colorado's primary child passenger safety and GDL laws; and enforcement of Colorado's secondary seat belt law through speeding and other aggressive/hazardous driving contacts; 2. strictly enforce with a zero tolerance stance, all seat belt, child passenger safety and teen driving law violations; 3. conduct pre and post seat belt observational surveys; 4. report all enforcement activity (both overtime funded and regular duty) to the CDOT traffic safety website by specified deadlines; 5. provide CDOT with a copy of your agency's current seat belt policy (if not on file with CDOT). 6. submit allowable claims on CDOT forms (with backup documentation) by the established deadline. Training: If your agency would like to receive a training on current occupant protection laws, child passenger safety laws, GDL laws, or best practices regarding stratigies on enforcement, please contact Captain Bruce Sheetz. These training modules can be tailored to your agency's specific needs, and can be anything from a shift briefing to a 2 to 4 hour block of instruction. If you are unable to accept and use all of these funds for any reason, please notify me immediately. The allocations were made by a 3 person panel, taking into consideration each agency's past performance in regards to activity and efficiency and the current seat belt compliance rate in the area. 1 agency was denied funding because they do not have a current seat belt policy for their officers. During recent enforcement campaigns, the average cost per violation ranged from a low of $5.48 to $798.89. The average cost per violation was $36.80. Due to the record number of agencies applying for funds this year, we were not able to fund any agency at 100°/x. Funding requests totaled $293,751.00, and only $200,000.00 was allocated for this campaign.
