HomeMy WebLinkAbout11609RESOLUTION NO. 11609 A RESOLUTION AUTHORIZING THE CITY OF PUEBLO TO SUBMIT THREE GRANT APPLICATIONS TO THE COLORADO DEPARTMENT OF TRANSPORTATION FOR FUNDING FROM THE TRANSPORTATION ENHANCEMENT PROGRAM FOR THE EASTERN GATEWAY LANDSCAPE PROJECT PHASE 2, THE NORTHERN AVENUE TRAIL REPLACEMENT AND STREETSCAPE PROJECT PHASE 2 AND SANTA FE AVENUE IMPROVEMENT PROJECT PHASE 2 AND AUTHORIZING THE PRESIDENT OF CITY COUNCIL TO EXECUTE THE SAME WHEREAS, the City of Pueblo supports the construction of landscape improvements and highway runoff pollution mitigation located at the Highway 50 B and 47 interchange, which is an important component of the City's beautification projects; and WHEREAS, the City of Pueblo supports the second phase of the replacement of the pedestrian /bicycle trail along Northern Avenue and streetscape improvements within the Northern Avenue right of way, which are important components of the City's trail and streetscape beautification projects; and WHEREAS, the City of Pueblo supports the Santa Fe Avenue Phase 2 improvement project at the intersections of 7 and 8 Streets. BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO. that: SECTION 1. A grant application requesting $350,000 from the Colorado Department of Transportation for funding from the Transportation Enhancement Program to construct phase 2 landscape improvements and highway runoff pollution mitigation at the Highway 50 B and 47 interchange, a copy of which is attached hereto, is hereby approved. SECTION 4. The President of the City Council is hereby authorized to execute and deliver the grant applications in the name of and on behalf of the City of Pueblo, a Municipal Corporation, and the City Clerk shall affix the seal of the City thereto and attest same. RECOMMENDATION Approval of the Resolution. BACKGROUND The three grant applications include projects that the City Planning staff reviewed with City Council at the March 24, 2008 City Council work session. The proposed projects are additional phases of previously funded CDOT transportation improvement grant projects that have been supported by City Council. The project descriptions and funding sources are listed below: Pueblo Eastern Gateway Phase 2 The project is a continuation of the improvements to the SH47, SH96, and East 4 t " Street interchange that is currently being improved with trees bordering the interchange. The Eastern Gateway project also has received $175,000 in CDOT funding to complete all internal portions of the interchange right -of -way. The Phase 2 project included in this application will provide landscaping of all external portions of the interchange right -of- way equaling approximately 18- acres. The total cost for Phase 2 of the Eastern Gateway Landscape Project is estimated at $437,500, with $350,000 requested from CDOT Enhancement Funds and $87,500 that would need to be budgeted from the Citywide Aesthetic Improvement Fund as a local match if the project is funded. Northern Avenue Trail Replacement and Streetscape Protect Phase 2 The project will reconstruct 8,398 linear feet of existing asphalt bicycle and pedestrian trails located on each side of Northern Avenue. The trail on the northwest side of Northern Avenue will be reconstructed at a 10' width. The trail on the southeast side of Northern Avenue will be reconstructed at an 8' width. The project will also utilize the existing raised medians in Northern Avenue to provide landscaping. The landscaping portion of the project will consist of the removal of the unpleasant and harsh asphalt in the medians and the addition of sod, trees, shrubs, western water -wise perennial planting and an irrigation system. The total cost of the project is estimated to be $543,877 with $350,000 requested from CDOT Enhancement Funds, $106,377 from 1- A County Funds and $87,500 that would need to be budgeted from the Citywide Aesthetic Improvement Fund as a local match if the project is funded. Santa Fe Avenue Improvements Phase 2 The project is a continuation of the improvements along Santa Fe Avenue between of 5th and 6 Streets that were completed in 2008. The phase 2 improvements include curb and gutter, sidewalk, storm inlet upgrades and streetscape improvements along Santa Fe Avenue and at the intersections of 7 and 8 Streets. The total cost of the project is estimated to be $437,500, with $350,000 requested from CDOT Enhancement Funds and $87,500 that would need to be budgeted from the Citywide Aesthetic Improvement Fund as a local match if the project is funded. FINANCIAL IMPACT The Phase 2 Eastern Gateway Landscape improvements are estimated to cost $437,000. The City will assume responsibility for the maintenance of the projects following the completion of construction and warranty periods.
