A RESOLUTION ADOPTING A FEE SCHEDULE FOR
APPLICATIONS FOR STUDENT HOUSING SITE PLANS,
DEMOLITIONS AND CERTIFICATES OF
APPROPRIATENESS
WHEREAS, the Pueblo City Council hereby finds and determines that the
following fee schedule is fair and reasonable in relation to the cost and expense, both
direct and indirect, in providing the identified services and processing the application.
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
In addition to all related costs, including postage and legal notices, the following
fee schedule is hereby adopted for applications brought before the Planning and Zoning
Commission:
Student Housing Site Plan
$500 1 St 50,000 s.f. + $500 each
additional 50,000 s.f. or portion thereof
Student Housing Site Plan — Major Revision
SECTION 2.
$500 1 St 50,000 s.f. + $500 each
additional 50,000 s.f. or portion thereof
In addition to all related costs, including postage, legal notices and court reporter
fees, the following fee schedule is hereby adopted for requests brought before the
Technical Advisory Committee:
Student Housing Site Plan — Minor Revision $100
SECTION 3.
The following fee schedule is hereby adopted for applications and certificate
requests made to the Department of Planning and Community Development: (verbal
response — no charge).
Demolition Sign -off
Single Family Residential $25
All Other Properties $150
SECTION 4.
In addition to all related costs including postage, legal notices and court reporter
fees, the following fee schedule is hereby adopted for applications and certificate
requests made to the Historic Preservation Commission:
Certificate of Appropriateness
Residential $75
Non - residential $150
SECTION 5.
The City of Pueblo is hereby exempt from the payment of fees established by this
Resolution.
SECTION 6.
This Resolution shall become immediately effective upon final passage and
approval, and shall apply to all applications filed after the close of business April 27,
2009.

ISSUE
Should the City Council approve the establishment and revision of fees paid to the City
for review of Student Housing projects, demolition review and certificates of
appropriateness?
RECOMMENDATION
Approval of the Resolution.
BACKGROUND
Student Housing Projects: On March 25, 2009, the Planning and Zoning
Commission, at a public hearing work session, voted 5 -1 to approve a text amendment
creating a definition for student housing, a zone district where student housing can be
permitted as a use by review and performance standards for the review and approval of
all student housing applications. The proposed resolution will establish fees required for
review of all student housing applications.
Demolition Applications: Resolution No. 10014 created a $150.00 fee for the review
of all demolition applications, except for R -1, R -2 and R -3 zoned properties. The
proposed resolution will revise the fees to separate residential and non - residential
based on the use, not the zone district.
Certificates of Appropriateness: Resolution No. 9729 established a $150 fee for all
work done on a historic structure that requires review and approval by the Historic
Preservation Commission. This fee applies to all historic residential and commercial
(except the Union Avenue Historic District) building renovations, including window
replacement, additions, signs, garage construction, etc. The proposed resolution would
reduce the fee for applications to residential structures from $150.00 to $75.00.
FINANCIAL IMPACT
The financial impacts would be minimal based on the low volume of these types of
applications processed each year.
