A RESOLUTION APPROVING AN APPLICATION FOR A 2009
U.S DEPARTMENT OF JUSTICE, OFFICE OF JUSTICE
PROGRAMS EDWARD BYRNE MEMORIAL COMPETITIVE
GRANT PROGRAM AND INCORPORATED CERTIFICATIONS
AND AUTHORIZING THE PRESIDENT OF THE CITY COUNCIL
TO EXECUTE SAME
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that:
WHEREAS, the City of Pueblo is eligible to submit a grant application to the U.S.
Department of Justice, Office of Justice Programs for the Edward Byrne Memorial
Competitive Grant Program funding; and
WHEREAS, the term of the grant covers the period from August 1, 2009 to July
31, 2011; NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
The Application for a 2009 Edward Byrne Memorial Competitive Grant Program
and incorporated assurances and certifications, a copy of which is attached hereto, is
hereby approved. The President of the City Council is authorized to execute and submit
the Application in the name of the City.
SECTION 2.
This resolution shall become effective upon final passage and approval.

PRESIDENT OF THE CITY COUNCIL TO EXECUTE SAME
ISSUE
The U.S. Department of Justice, Office of Justice Programs has informed the Police Department
that funds are available under the Edward Byrne Memorial Competitive Grant Program. The
term of this grant covers the period from August 1, 2009 to July 31, 2011.
RECOMMENDATION
The department recommends approval of this resolution.
BACKGROUND
The Edward Byrne Memorial Competitive Grant Program provides funds to units of local
government for the purpose of the hiring of civilian staff in law enforcement agencies. The
program is designed to help local communities address problems specific to their area, and is a
part of the American Recovery and Reinvestment Act of 2009.
This grant request is for $599,740.24 for a "civilian law enforcement support initiative" project.
The project will provide salaries and benefits for 24 months for the unfilled, but authorized
positions of one Emergency Services Dispatcher, two Records Technicians, two part -time Call
Takers, and four part -time Code Enforcement Abatement Crew laborers. Additionally, the grant
requests salaries and benefits for 24 months for two additional Property and Evidence
Technicians to facilitate the move to the new police facility in 2010.
FINANCIAL IMPACT
There is no City match for the grant application. The application speaks to sustainability by
stating that within the 24 -month period of the grant, it is believed that the City's economic status
may improve sufficiently to remove the hiring freeze that is currently in place. Subject to City's
other priorities, the salaries for all nine (9) authorized positions may then be funded through the
normal budget process. The two new Property and Evidence Technician positions will be
eliminated following the conclusion of this grant funding.
