A RESOLUTION ACCEPTING COLORADO DEPARTMENT
OF TRANSPORTATION FUNDING FOR THE 2009
NIGHTTIME CLICK IT OR TICKET PROJECT,
ESTABLISHING PROJECT NUMBER PD0902, AND
AUTHORIZING THE TRANSFER OF FUNDS THEREFORE
WHEREAS, the City Council of Pueblo has the authority on behalf of the City of
Pueblo, including its Police Department, to accept funding from the State of Colorado
for public and municipal purposes, and
WHEREAS, the Colorado Department of Transportation has tendered 2009
Nighttime Click it or Ticket Project funding that will not exceed the amount of $2,500.00,
and
WHEREAS, acceptance of the funding for the purposes for which it has been
made is in the best interest of the City and will benefit the health, welfare and safety of
the citizens of the City; now, therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
The Award of the Click it or Ticket Project funding to the City of Pueblo is hereby
accepted and is approved effective as of April 13, 2009.
SECTION 2.
Project Number PD0902, Click It or Ticket, is hereby established in the Police
Grants Fund.
SECTION 3.
The amount of $2,500.00 is hereby authorized for transfer from the Projects to be
Determined Account in the Police Grants Fund to Project Number PD0902. Said funds
shall only be expended and used for this Project.

ISSUE
Should the City of Pueblo accept 2009 Colorado Department of Transportation Click It
or Ticket Project funding on behalf of the Police Department not to exceed the amount
of $2,500.00?
RECOMMENDATION
The Department recommends approval of the Resolution.
BACKGROUND
This funding will allow the Police Department to increase its enforcement of Colorado's
child passenger safety and seat belt laws. Focus will be in areas of our community that
have had the highest rate of teen crashes and fatalities.

Thank you for partnering with the Office of Transportation Safety in the first nighttime enforcement
effort of Click It Or Ticket in Colorado. In deciding agency funding, the following things were taken
into account: the goal of this campaign, the limited funding available, and your agency's past
performance in seat belt enforcement efforts.
The Pueblo Police Department has been awarded $2,500.00 to provide enforcement of Colorado's
occupant protection laws from 1800 hours on Wednesday, April list to 0600 hours on Tuesday,
April 7th. Only time worked between the hours of 1800 and 0600 will be eligible for
reimbursement through this mini - grant, and only citations written in this 12 hour time period each
night should be recorded and reported to the website.
Please remember that the theme and the media message of Click It Or Ticket means just that: If a
driver is stopped by law enforcement and they or any of their passengers are in violation of any of
Colorado's seat belt, booster seat, child passenger safety seat, or GDL law that pertains to occupant
protection, they will receive a ticket. No warnings, no excuses, no second chances. While it is
expected that officers will issue a good number of citations for speeding, DUI, and other hazardous
violations, please keep in mind that the main focus of this campaign is occupant protection
enforcement.
You may enter your data on the website each day or periodically if you like, or wait until the end of the
enforcement period and enter everything all at once. Complete and final entries to the website
must be made by 0700 hours on Monday, April 13th. Enter all of your agency's activity relative
to this campaign, regardless if it was a result of overtime funded activities or "regular or routine"
patrolling activities.
I have attached a copy of the activity reporting form for your use, or you can use any other form of
your choice for collecting the necessary data. This form lists all of the violations and data required to
be entered on the website. Also attached are the website entry instructions and the claim form with
instructions.
Once again, thank you for taking part in this effort to increase the nighttime and overall seat belt
compliance rate in Colorado and to decrease the number of drivers and passengers who are killed
because they were not properly secured in a seat belt, booster seat, or car seat.
