The City Council approves the submittal of an application for the Pueblo Dillon Drive Flyover Bridge Project consisting of the construction of a roadway system The President of City Council is hereby authorized to execute the application on behalf of the City. PACHECO, DIRECTOR TITLE A RESOLUTION AUTHORIZING THE CITY OF PUEBLO TO SUBMIT TWO GRANT APPLICATIONS TO THE COLORADO DEPARTMENT OF LOCAL AFFAIRS ENERGY MINERAL IMPACT ASSISTANCE FUND AND AUTHORIZING THE PRESIDENT OF CITY COUNCIL TO EXECUTE SAME ISSUE Should the City Council approve the submittal of two grant applications to the Colorado Department of Local Affairs Energy Mineral Impact Assistance Fund and authorize the President of City Council to execute same? RECOMMENDATION Approval of the Resolution - identifying two grant applications to submit to DOLA and designating one of the projects as the City's local priority grant application. BACKGROUND The City Planning staff has compiled a list of four possible Colorado Department of Local Affairs Energy Mineral Impact Assistance Fund projects for City Council to consider submitting for the April 1, 2009 grant application cycle. At the direction of the local staff from the Department of Local Affairs, the City Council is recommended to submit no more than two applications and to prioritize the higher priority application. DOLA is accepting applications for TIER I projects (up to $200,000 request) and TIER II projects (between $200,000 and $2 million request). The City will need to provide a minimum of 50% matching funds for each project. In addition, the DOLA funds will need to be matched with 50% local funding for larger projects that have received federal funding. The four potential projects to apply for grant funding are listed below with a project description, amount that would requested from DOLA, the amount of local matching funds that would be provided for the project, as well as the source of the local matching funds: Pueblo Dillon Drive Flyover Bridge Protect The project is a Tier II grant request consisting of the First Phase of a multi - phased project estimated at $25.4 million. The roadway project is located north of the Eagleridge Blvd. interchange and will serve as a major arterial connection from the northeast commercial district to the recent Pueblo Crossing Commercial development and Pueblo West. The Dillon Drive roadway extension and bridge over 1 -25 has been identified as a priority roadway system improvement by the City and has received a total $5.427 million Federal Earmark award from the FHWA. $1,000,000 has been committed at this time for preliminary design. The grant proposal, Phase 1 consists of design and construction in the amount of $5.227 million (the remaining $4.427 million Federal and a required local match of $800,000). The design consists of engineering, environmental studies, and construction documentation. The construction consists of the roadway and bridge abutments for the overpass. The city needs to provide an $800,000 matching fund commitment by September of 2009 or the FHWA grant award will likely be rescinded. Construction Phase Roadway and abutments $2,727,000 Total $5,227,000 Revenues DOLA request $ 400,000 FHWA Federal Funds $4,427,000 City General Funds $ 400,000 Total $5,227,000 Pueblo Downtown Main Street Crosswalk Protect The project is a Tier I grant request for a Public Works improvement project located on Main Street between 1 St Street and 4 Street in Downtown Pueblo. The project has been identified by the Pueblo Downtown Association as a badly needed replacement. The project consists of three blocks of asphalt overlay including rotomilling and the replacement of two brick crosswalks. The original streetscape is 30 years old, constructed in the mid 1970's. The original brick crosswalks have settled and weather badly due to lack of proper sub grade construction. New concrete crosswalk with bricks accents will be incorporated into the exiting brick streetscape. Budget $200,000 Use of Funds Concrete and Brick Crosswalk Replacement with $147,000 ADA ramps and curb and gutter replacement Asphalt Overlay, 1 st St. to 4 St. $ 53,000 Total $200,000 Revenues DOLA request $100,000 City General Funds $100,000 Total $200,000 Pueblo Eastside Childcare Center This a Tier I grant request to assist in funding the construction of a 460 square feet building addition and the associated remodel including the installation of a new HVAC system at the Eastside Childcare Center. Utility relocation and upgrades will be required for the remodel. Site work will consist of the expansion of the parking lot, asphalt overlay and landscaping. The center property is owned by the City of Pueblo. Budget $200,000 Use of Funds Building Remodel, Addition and Utilities $169,000 Site Development / Parking Lot $ 21,000 Engineering Costs — In -Kind $ 10,000 Total $200,000 Revenues DOLA request $ 90,000 City Funds — CDBG Project $110,000 Total $200,000 Pueblo Eastside Redevelopment & Feasibility Study This a Tier I grant request to assist with a strategic planning project for the most recent area targeted by the City for redevelopment. The project will involve an older 32 block mixed residential and business land use neighborhood located east of the downtown area. The neighborhood has been identified as a high crime, low to low /moderate neighborhood. The East Side Neighborhood Association will be active in the development and implementation of the study. The planning study will consist of a program of alternatives for redevelopment based on a market feasibility and land use planning. This project will be complete in conjunction with the Pueblo Urban Renewal Blight Study, a Historic Context Study, a Fountain Creek Trail Plan, and a pending Park and River Corridor Study for Fountain Creek submitted to GOCO.
