A RESOLUTION AUTHORIZING THE CITY OF PUEBLO
TO APPLY FOR A 2009 COLORADO DIVISION OF
CRIMINAL JUSTICE EDWARD BYRNE MEMORIAL
JUSTICE ASSISTANCE GRANT (COLORADO JAG)
WHEREAS, the City of Pueblo is eligible to submit a grant application to the
Colorado Division of Criminal Justice for the 2009 Edward Byrne Memorial Justice
Assistance Grant (Colorado JAG) funding; and
WHEREAS, the term of the grant covers the period from October 1, 2009 to
September 30, 2010; and
WHEREAS, the funds from this grant will be utilized by the City of Pueblo to
benefit the health, welfare and safety of the citizens of the City; NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
The application for a 2009 Colorado Division of Criminal Justice Edward Byrne
Memorial Justice Assistance Grant (Colorado JAG), a copy of which is attached hereto,
is hereby approved. The President of the City Council is authorized to submit the
application in the name of the City.
SECTION 2.
This resolution shall become effective upon its passage.

ISSUE
The Colorado Division of Criminal Justice (CDOJ) has informed the Police Department
that funds are available under the Edward Byrne Memorial Justice Assistance Grant
(Colorado JAG). The term of this grant covers the period from October 1, 2009 to
September 30, 2010.
RECOMMENDATION
The department recommends approval of this resolution.
BACKGROUND
The Colorado Division of Criminal Justice Edward Byrne Memorial Justice Assistance
Grant (Colorado JAG) Program provides funds to units of local government for the
purpose of improving law enforcement technology and upgrading necessary equipment.
The program is designed to help local communities address problems specific to their
area.
This grant request is for $51,510.00 for the acquisition of a Deltasphere 3D Scanner
and related Software. The equipment and software will capture 360 degree crime and
accident scene images for not only the police department, but also surrounding
agencies in Southern Colorado. The software program is specifically for crime scene
analysis and display to enhance and advance the forensic digitizing of scenes for
documentation purpose and courtroom presentations.
FINANCIAL IMPACT
There is no Financial Impact on the City as no match is required for this grant.

PROBLEM STATEMENT
What is the problem that the project will be addressing? Briefly describe the statistics and/or
information gathered to illustrate the problem. Use local data when possible (Limit - one Vase)
Unfortunately Colorado has suffered several devastating tragedies including the loss of lives at the
Columbine High School shooting in Jefferson County, Colorado and the New Life Church in Colorado
Springs, Colorado. In order to find out the totality of the circumstances, multiple agencies were involved
and advanced technology was used to enter in the reconstruction of the scene not only for prosecution
purposes, but also for closure of the victims and for future training purposes to help alleviate such mass
loss.
Through advanced technology, which is provided for El Paso County and the Northern region of
Colorado, they were able to document the actions of the victims and the suspects and provide enhanced
presentations of the reconstruction of the scenes to law enforcement, the community and to the court
system. With this advanced technology, training has been provided as well within the state to help
secure our school systems.
Southern Colorado needs to have access to the same type of sophistication of crime scene capturing,
documenting, measuring, analyzing and presentation technology. Without this technology, the Pueblo
Police Department and surrounding Southern Colorado agencies will lack the rapidly advancing
technology needed to keep up with moving times of crime scene reconstruction. Due to the fact
television and the intemet is providing criminals with forensic based shows and websites that provide
training to the criminal, it is always better to be one step ahead in law enforcement.
Through the internet, law enforcement agencies are able to connect cases and criminals with advanced
technology. With the Deltasphere 3000 and Scenevision 3D Software, multiple agencies will be able to
have access to the technology through the Pueblo Police Department. This program will allow
operational effectiveness in documenting and presentation of crime scenes. The product will in turn
provide training to multiple agencies, which in the cases of either a mass tragic event down to a local
homicide investigation, will allow for multi jurisdictional investigations to be conducted.

2. PROJECT PLAN
A. Describe the plan to accomplish your project's goals and objectives. Identify the timeline and
milestones needed for completion. Include a discussion of project resources and responsible
parties. (Limit - two pages. This section includes goals & objectives)
The Deltasphere 3000 3D Scanner and the Scenevision 3D Software will be completely implemented
within the timeline indicated of October 1, 2009 to September 30, 2010. Any and all Southern Colorado
jurisdictions interested in the program will be expected to fulfill their obligations to the partnering for
multi jurisdictional investigations.
Part One of the plan will be to conduct a meeting between the Pueblo Police Department, the Southern
Colorado agencies interested and the 10 Judicial District Attorneys office. The District Attorneys office
is lead of the Critical Incident Team, which is a multi jurisdictional team. They will all be advised of the
capabilities of the program and the responsibilities of each agency within the program.
During part one, the Pueblo Police Department will contact with the vendor of 3 rd Tech and start the
purchasing process, which includes in this program, all the required components to make the program a
fully functional system. This would include the Deltasphere 3000IR 3D Scanner Digitizer including the
Digital Color Option, the equipment to mount the Deltasphere 3000 system, the high performance
laptop, the safety equipment and the three -day on site training. The program will be purchased.
Part two will involve the training. Each agency interested will be contacted and advised of the training
days scheduled and each agency will be responsible for sending students for the provided training.
During the training phase, the trainer will install the program at the Pueblo Police Department. The
system will be available for use by all authorized and trained users. After the training is complete, the
program will be ready to use.
From the time of the first use of the program, feedback will be done to assist in identifying problems.
Each agency will be responsible for their own feedback, which will then be addressed to the Pueblo
Police Department. This will ensure the correction of the problems in a timely manner. Surveys will be
conducted by the jurors of each agency involved, at the end of the trial. This will assist as well in
feedback by the community.
The final part of the plan will be using the program for multi jurisdictional investigations, which will
enhance interagency coordination during either simple crime scenes to major crime scenes.
At the end of the year, a report will be generated on the progress made by each agency using the
program. The report will list each type of crime the program was used to document the scene and will
list the outcome of the case from using the program.

3. PROJECT EVALUATION (Limit - one uate)

implementation will show the development integrating the system and providing the training to
the agencies interested in being involved. The completion of this process will show. The first
level of success will be documented by showing a working system. This is only the first measure
of success with the program.
The second measure of success will be integrating data collected from detectives through
interview and interrogation to the evidence documented and collected at the scene by crime
scene investigators. To have all elements properly interjected into the program to show a
complete crime scene analysis will be a second level of success.
A third measure of success would be having interagency cooperation through training and having
reports generated from each agency to show their use of success using the program. Also will be
providing feedback forms to the community through jurors, after a trial in the courtroom. This
would be a great resource for the level of success by using the program.

The final measure of success will be the final generated report at the end of the year to show
success rates by using the program. The report will show the raised level of documentation
within the scene as well as the presentation of the crime scenes. This report will be based on a
case -by -case basis.

The information that will be gathered by reports submitted through each agency, feedback
by jurors in the courtroom and an end of the year report done as a case -by -case basis, will
provide the proper evaluation of the program. The information will be maintained in
accordance with the requirements of the Colorado Revised Statutes regarding the
protection, release and archiving of public and criminal justice records. Just the analysis of
the type of case will be provided.

SECTION III - COLLABORATION

A. Describe the collaborative efforts /planning that have already occurred.
The Pueblo Police Department has a long history of collaboration with surrounding agencies. This would include
cases outside of the Pueblo County jurisdiction. The Pueblo Police Department not only has been partners in the
Multi - jurisdictional Drug Task Force, but has also assisted in provided services for smaller agencies for proper
property crime and violent crime investigations.
The Pueblo Police Department has assisted in homicide investigation all the way up to major planning and
execution of emergency planning efforts with the City /county Health Department, the Pueblo County Sheriff's
Department, the Colorado State Patrol and the Colorado Mental State Hospital. Just recently the Pueblo Police
Department assisted in the investigation of a homicide with the Pueblo County Sheriff's Department. The Pueblo
Police Department also assists in expert fingerprint identifications for the Immigration Deportation Agents (ICE)
within the surrounding areas. The Pueblo Police Department assists Fremont County Sheriff and Canon City
Police department in enhancing surveillance videos for cases within their jurisdiction. Just within the last year,
the Pueblo Police Department SWAT Team assisted the La Junta, Colorado Police Department in executing
search warrants.
The Pueblo Police Department has a long history of collaboration with outside agencies and find that all agencies
work well together. The cooperation with other agencies has been greatly established with the Pueblo Police
Department and will continue to provide other services to the smaller agencies to establish multi jurisdictional
interaction.
B. Identify other agencies, organizations, and planning groups that will be included in the planning and
implementation of this project.
The Pueblo Police Department will head the organization and planning of the system when the system is
implemented and when the training is to be scheduled. Any law enforcement agency wishing to share in the
implementation of the program can do so by sending the officers for training and implementing the program
during their investigation of cases.

2. BUDGET NARRATIVE
Refer to instructions. Follow the same categories and line items as in the Budget Summary. YOU
MUST INCLUDE A COST CALCULATION AS THE BASIS FOR YOUR BUDGETED AMOUNTS.

A. Personnel:
The Southern Colorado Crime Scene Documentary Program application does not include any additional
personnel costs. This proposal is for the equipment and software only. The cost for training by each outside
agency will be provided by each independent agency and not through the grant. This will include the
submission of reports and feedback by each agency.
B. Supplies and Operating Costs:
The costs were determined and supplied by the representative of the company 3` Tech at the request of the
Pueblo Police Department. The supplies needed were based on what was needed for efficient operating of the
equipment. Without one of the components within the program, the system would not fully operation for the
Southern Colorado multi jurisdictional needs.
The breakdown of the needed equipment is was carefully talked over with the representative of the 3 Tech
company as to what the Pueblo Police Department and surrounding agencies would need to have a complete
operating system. Included in the price was a professional tripod and laptop stand for the Deltasphere 3000.
This is needed to place the rotating equipment in the middle of the room to be scanned into 3D. This
equipment is built to withstand the motion of the equipment in a safe manner. The tripod and laptop stand is
one piece. The folding dolly for the tripod is needed to transport the equipment from room to room with a
residence or an exterior crime scene.
The high performance laptop for the Deltasphere 3000 contains the Deltasphere program needed to operate
and download the collected data after the 3D scanning process is complete. The program and the laptop are
needed for data collection and implementation.
Extra Safety glasses which are especially made for infrared laser, for multi jurisdictional cases where multiple
investigator will be involved. The glasses are for safety purposes while investigating crime scene for the
investigator. This will prevent visual complications if a subject is in the direct path of the infrared laser.
Included within the quote was a three -day Deltasphere 3000 onsite installation and training. The cost of the
travel expenses were included in the quote by the representative of 3` Tech. Having the representative of the
program come out and directly install the program and provide training to any amount of officers from multi
agencies was included in the quote to insure better quality of service of the installation process and the
training. This will not be third hand training but on site training.
Within the quote was an upgrade and maintenance quote for Scenevision software, which is needed for the
Deltasphere 3000 3D scanning process. This is an additional year of upgrades. For the remainder of the
upgrades after the one -year will be the responsibility of each agency, including the Pueblo Police Department,
to keep upgraded. This will be the responsibility of the agencies and will have no future costs to the grant.
The shipping and handling of the product was quoted by the representative of the 3` Tech company and is
needed to have the equipment sent here for implementation and usage of the product.

C. Travel:
The Southern Colorado Crime Scene Documentary Program application does not include additional travel
expenses or any other costs. And if any other costs are needed, will be at the expense of each independent
agency.
D. Equipment:
The Southern Colorado Crime Scene Documentary Program application does include the purchase of more
than one piece of equipment and hardware with an individual cost exceeding $5,000.00. The equipment
needed for this program will make the program completely functional for accurate crime scene documenting.
The equipment listed within the application is provided by the 3 rd Tech company to produce an efficient
product needed for excellent crime scene documentation, analysis and collection of data. Without one piece of
the equipment could reduce the quality of the product and the outcome of the investigation. The equipment
needed for the Deltasphere 3000IR 3D Scene Digitizer is quoted at $29,400.00. The equipment needed for the
Deltasphere 3000 Digital Color Option, which includes a high quality camera for digital photos to be taken
during the scanning process, was quoted at $10,000.00.

consultation and professional services.
