A RESOLUTION AUTHORIZING THE CITY OF PUEBLO TO
SUBMIT A PLANNING GRANT APPLICATION FOR THE EAST
SIDE GREENWAY PROJECT TO THE STATE BOARD OF
OUTDOORS COLORADO TRUST FUND, AND AUTHORIZING
THE PRESIDENT OF THE COUNCIL TO EXECUTE SAME
WHEREAS, the City of Pueblo supports the East Side Greenway Project and
planning grant application to the State Board of Outdoors Colorado Trust Fund; and
WHEREAS, the proposed project has been identified and recommended in the
City's Pueblo Natural Resources and Environmental Education Strategic Plan and the
City's Urban Park and Recreation Recovery Program Plan; and
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, COLORADO, that:

The President of the City Council is hereby authorized to execute and deliver the
planning grant application, certified by the Assistant City Manager for Community
Investment, for the East Side Greenway Project on behalf of the City of Pueblo, a
Municipal Corporation, to the State Board of Outdoors Colorado Trust Fund, and the
City Clerk shall affix the seal of the City thereto and attest same.

The grant application is requesting $75,000 from GOCO, with the City of Pueblo
obligate up to $15,000 in cash match from Capital Project account CPAN17 — Lottery
Fund Grant Match, $10,000 in cash match from the Lower Arkansas Valley Water
Conservancy District, $10,000 from the Colorado Springs Utilities and $15,000 in -kind
match from the Fountain Creek Foundation.
SECTION 3.
A copy of the grant application is on file at the City of Pueblo's Department of
Planning and Community Development.

ISSUE
Should the City Council authorize the president of City Council to submit a planning
grant application to the State Board of the Great Outdoors Colorado Trust Fund for the
East Side Greenway Project and authorize the President of the Council to execute
same?
RECOMMENDATION
Approval of the Resolution.
BACKGROUND
The City Planning and Community Development Department is requesting approval to
submit a $75,000 planning grant application to the Great Outdoors Colorado Trust Fund
for the completion of an East Side Greenway Plan along the Fountain Creek corridor
between 8 Street and the confluence with the Arkansas River. The plan will focus on
the reclamation of Fountain Creek in conjunction with improvements to community
parks that will become a focal point of a redevelopment planning for this area of the
City. The GOCO planning project will be implemented in conjunction with an
Architectural and Historical Context Study, and a Urban Renewal Study of Pueblo's east
side neighborhoods. These efforts will be coordinated with residents within the planning
area, and the numerous organizations and entities that are focusing on potential
projects within the Fountain Creek Basin in Pueblo. The redevelopment and creek
enhancement activities will also be coordinated with the City Stormwater Utility staff in
order to address FEMA floodplain issues, and ongoing efforts to address sedimentation
and water quality issues within Fountain Creek that impact residents. The planning
grant will develop a strategic plan to evaluate a funding strategy for completing public
park and river corridor improvements and the long -term funding of the operation and
maintenance of the public improvements.
The estimated budget for this Plan is as follows:
$ 75,000 Great Outdoors Colorado Trust Fund
$ 15,000 City of Pueblo (cash)
$ 10,000 Lower Arkansas Valley Water Conservancy District (cash)
$10,000 Colorado Springs Utilities (cash)
$ 15,000 Fountain Creek Foundation (in -kind)
$125,000 TOTAL COST
FINANCIAL IMPACT
If awarded the grant, the City of Pueblo will be required to obligate up to $15,000 in
cash match from Capital Project Account CPAN17 — Lottery Fund Grant Match. In
addition the cash matching funds will be provided by the Lower Arkansas Valley Water
Conservancy District in the amount of $10,000, Colorado Springs Utilities in the amount
of $10,000 and in -kind contributions from the Fountain Creek Foundations in the
amount of $15,000. The City will enter into a separate agreement with those entities
prior to the approval of a grant contract by City Council.

Note: The Lake Minnequa Project has been extended by GOCO until December 31, 2009. The property has
been purchased by the City of Pueblo and improvements identified in the grant scope of work are underway.
Project Description (250 words or less):
This Master Plan is a Grass Roots, Community Driven Plan
The planning project will develop a Master Plan and strategy for the funding of improvements and
long -term maintenance costs for the Fountain Creek Greenway. The project planning area is located
along the Fountain Creek corridor on Pueblo's east side between 8 th Street and the confluence with the
Arkansas River. The lower east side neighborhoods of Pueblo reflect a lower income community with
an annual mean income of $27,000 that is physically and visually separated from the greater Pueblo
area by Interstate 25 and railroad tracks. As a result, this area has not benefited from economic growth
and prosperity, as have the western neighborhoods. Fountain Creek is an underutilized natural resource
that is currently disconnected from east side neighborhoods. This project will develop a master plan .
that is a grass roots, community driven plan to reclaim the river geenway and establish a community
focal point by highlighting neighborhood parks, recreation, community gathering, while preserving
open spaces and providing educational opportunities.
The Master Plan will:
• Identify and foster project partners who will become part of an IGA to implement the master
plan, The Implementation and maintenance IGA will be a product of the Master Plan
• Engage the east -side commtiwity in developing a plan that reflects their needs
• Reorient the community toward the Creek
• Provide safe bicycle and pedestrian connections to Downtown Pueblo, the HARP Greenway and
Arkansas River
• Identify and provide affordable recreation opportunities
• Improve the ecological health and flood capabilities of Fountain Creek
• Identify cultural and ecological educational opportunities
• Complete an Implementation and Funding Plan including community - built, volunteer efforts
that engages east -side residents
• Provide guidance in how to make Fountain Creek an anchor of the East -Side Economic
Development PIan that will be conducted by the City of Pueblo
The Eastside Greenway plarming effort will provide a catalyst in transforming the east -side community
into a vibrant and exciting place for residents to play, enjoy nature- and work.
