A RESOLUTION ESTABLISHING A BLUE RIBBON PANEL TO
REVIEW AND EVALUATE THE ADVANTAGES AND
DISADVANTAGES OF CHANGING THE FORM OF CITY
GOVERNMENT
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
There is hereby established a committee to be known as the Blue Ribbon Panel whose
mission is to conduct research, evaluate and educate the City Council and people of Pueblo with
respect to various forms of municipal government including the advantages and disadvantages of
changing the form of City government from Council- Manager Government to Council -Mayor
Government. Following such research, the Blue Ribbon Panel shall report its findings and
recommendations to the City Council.
SECTION 2.
The Blue Ribbon Panel shall adopt procedures for its meetings and select a chairperson and
other officers as it may determine necessary.
SECTION 3.
The following persons are hereby appointed to the Blue Ribbon Panel:
Dave Abeyta
Dorothy Butcher
David Lytle
Harold Mabie
Ralph Williams
Vera Ortegon
SECTION 4.
Doug Ring
Michael Salardino
Pastor Darron Wilson
Kathy Worthington
Michael Occhiato
This Resolution shall become effective upon final passage and approval.

Should the City Council create a Blue Ribbon Panel to research, evaluate and understand the various
types of government, including the advantages and disadvantages of changing the form of City
Government?
RECOMMENDATION
Approval of the Resolution.
BACKGROUND
Members of the Blue Ribbon Panel will conduct research, evaluate and educate the City Council and
members of the Community pertaining to the advantages and disadvantages of each form of
Government. Following such research and review, the Blue Ribbon Panel will make a report to the
City Council on its findings.
The following listing of Community Leaders was submitted by members of the City Council to be
appointed to this Blue Ribbon Panel.

This is a volunteer Committee and Members serve without compensation.
