Background Paper for Proposed RESOLUTION AGENDA ITEM # 6 DATE: December 22, 2008 DEPARTMENT: CITY MANAGER'S OFFICE JERRY PACHECO, ACTING CITY MANAGER DOUG FITZGERALD, ASSISTANT CITY MANAGER TITLE A RESOLUTION ALLOCATING FUNDING TO VARIOUS NON - PROFIT AGENCIES ESTABLISHED UNDER THE CITY /COUNTY PARTNERSHIP FOR COMMUNITY SERVICES FUNDING ISSUE Under the partnership between the City and County for community services funding, the Community Services Advisory Commission (CSAC) reviews applications for funding from various non - profit agencies. CSAC recommends specific levels of funding for each non- profit based upon total dollar amounts made available by both the City and the County. At a joint meeting of the City and County in 2004, it was decided that the City and County would each allocate one -half (50 %) of the amount recommended for each entity. For fiscal year 2009, the City Council decided to allocate $737,500 to this process; however, the City and County have entered into an agreement whereby the County will pay a total of $1,400,000 in expenditures on behalf of the City. These expenditures include $500,000 to the CSAC non - profits. On November 24, 2008, City Council approved the 2009 Budget appropriating $237,500 to CSAC in the Non - Departmental Section - Contributions and Donations of the general fund budget. This amount coupled with the $500,000 expenditure from the County, equals to 46.22% of the total amount allocated to the CSAC process ($737,500). Each line item in this Resolution reflects and approves the City's total share to be allocated to the various non - profit agencies in the CSAC process. The County will allocate $858,000 for fiscal year 2009 for a City /County grand total of $1,595,500 to CSAC. RECOMMENDATION Approval of the Ordinance. FINANCIAL IMPACT This resolution has no financial impact as the total funding amount of $237,500 has already been appropriated in the 2009 budget.
