A RESOLUTION APPROVING THE PROPOSED MODIFICATION
OF THE HISTORIC ARKANSAS RIVERWALK PROJECT
PROGRAM DIAGRAM IN THE FAMILY ACTIVE AREA
WHEREAS, the Historic Arkansas Riverwalk of Pueblo (HARP) Authority has the
responsibility and authority to evaluate and make recommendations concerning improvements
to the design of the Historic Arkansas Riverwalk Project (HARP), and;
WHEREAS, the HARP Authority at their August 6, 2008, meeting approved and
recommended approval of the proposed HARP modifications;
WHEREAS, the Planning and Zoning Commission at their November 12, 2008 meeting
approved and recommended approval of the proposed HARP modifications;
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
The modifications to the "Family Active Area" in the Historic Arkansas Riverwalk of
Pueblo, a copy of which is attached hereto, are hereby approved.
SECTION 2.
The approval of modifications for the Historic Arkansas Riverwalk of Pueblo, by the City
Council does not constitute nor shall such approval be construed to constitute a commitment by
the City Council to make City funds available therefore.

ISSUE
Should the City Council approve the proposed modifications to the Historic Arkansas Riverwalk
Project (HARP)?
RECOMMENDATION
The Planning and Zoning Commission at their November 12, 2008, regular meeting voted 5 -0 to
recommend approval. The HARP Authority at their August 6, 2008, meeting voted to
recommend approval.
BACKGROUND
According to the Intergovernmental Agreement establishing the HARP Authority, City Council
must approve all designs pertaining to the HARP project area. The proposed modifications will
create an interactive educational area in the "Family Active Area." The historic rail lines that
ran in the vicinity of the Riverwalk inspired the revisions to the HARP Program Diagram and will
provide the basis for the educational experience. The physical renovations include the
replacement of a portion of grass with a grid - patterned concrete plaza area, raised cube - shaped
border and two rounded retaining walls. A stairway and ramp will provide a secondary access
to the Waterfront building (AKA Sportsmart building), and a bridge running parallel to the
building will provide first floor access (where the upper trail is currently located). The concrete
plaza area will include a large -scale inset artwork depicting the route of the original rail lines.
The raised cubes, which define the edge of the area, will be colored concrete with a portion
featuring interpretative tiles depicting the history of the rail lines and will be the appropriate
height for sitting. The rounded retaining walls will provide planters and allow for additional
educational opportunities on the face of the walls.
FINANCIAL IMPACT
No City general funds are committed or required for this project.

Staff recommends that the Planning and Zoning Commission recommend to City Council that
GU -08 -02 be approved.
COMMISSION ACTION.
Motion to approve by Commissioner Johnson, second by Commissioner Falletta. Motion
passed 5 -0.
