A RESOLUTION AMENDING SECTIONS 14(c) AND 15.1(a) OF
THE LEGISLATIVE PROCEDURES AND RULES OF COUNCIL
RELATING TO PUBLIC FORUM
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that: (brackets
indicate matter omitted, underscoring indicates matter added)
SECTION 1
Section 14(c), Special Meetings, of the Legislative Procedures and Rules of
Council is amended to read as follows:
(c) [Public Forum will be held prior to the commencement of all meetings
of the City Council as an Executive Committee held on the first or third
Monday of any month.] No invocation or pledge of allegiance shall be
required for meetings of the City Council as an Executive Committee.
SECTION 2.
Subsections (4), (5), (6) and (6.1) of Section 15.1(a), Order of Business, of the
Legislative Procedures and Rules of Council are amended to read as follows:
(4) [Special Recognitions] Public Forum
(5) [Reserved] Special Recognitions
(6) [Amendments to and Approval of Agenda] Council Comments
(6.1) Amendments to and Approval of Agenda.
SECTION 3
This Resolution will become effective upon final passage and approval.

A RESOLUTION AMENDING SECTIONS 14(c) AND 15.1(a) OF THE LEGISLATIVE
PROCEDURES AND RULES OF COUNCIL RELATING TO SPECIAL MEETINGS AND
ORDER OF BUSINESS
ISSUE
Shall City Council amend the Legislative Procedures and Rules of Council to
correspond with the passage of Ballot Question 201 in relation to the Public Forum?
RECOMMENDATION
Approval of the Resolution
BACKGROUND
An initiated Ordinance was submitted to the registered electors of the City of Pueblo at
the Special Municipal Election held on Tuesday, November 4, 2008 requiring a Public
Forum to be held prior to commencement of business at all Regular Meetings of the City
Council. Because Ballot Question 201 was approved by the electors at the November
4, 2008 Special Municipal Election, it is necessary to amend the Legislative Procedures
and Rules of Council and change the Public Forum from being held on the first or third
Monday of any month, to be held on the second and fourth Mondays of each month and
occurring during the televised portion of the meeting.
Section 15.1(a) is also being amended to amend the Order of Business to include the
Public Forum as well as Council Comments.
FINANCIAL IMPACT
There is no financial impact.
