HomeMy WebLinkAbout11459RESOLUTION NO. 11459 A RESOLUTION AUTHORIZING THE CITY OF PUEBLO TO SUBMIT A GRANT APPLICATION TO THE COLORADO DEPARTMENT OF LOCAL AFFAIRS ENERGY MINERAL IMPACT ASSISTANCE FUND RELATING TO THE PUEBLO COMMUNITY HEALTH CENTER PROJECT AND AUTHORIZING THE PRESIDENT OF CITY COUNCIL TO EXECUTE SAME WHEREAS, it is a goal of the Pueblo City Council to create strong partnerships with our community in cooperation with Pueblo County to achieve common goals and direction for the greater Pueblo community; BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1. A grant application, in partnership with Pueblo County, requesting $500,000 from the Colorado Department of Local Affairs Energy Mineral Impact Assistance Fund for the purchase of equipment for the new Pueblo Community Health Center Medical Clinic, a copy of which is attached hereto, is hereby approved. PACHECO, DIRECTOR TITLE A RESOLUTION AUTHORIZING THE CITY OF PUEBLO TO SUBMIT A GRANT APPLICATION TO THE COLORADO DEPARTMENT OF LOCAL AFFAIRS ENERGY MINERAL IMPACT ASSISTANCE FUND RELATING TO THE PUEBLO COMMUNITY HEALTH CENTER PROJECT AND AUTHORIZING THE PRESIDENT OF CITY COUNCIL TO EXECUTE SAME ISSUE Should the City Council approve the submittal of a grant application to the Colorado Department of Local Affairs Energy Mineral Impact Assistance Fund relating to the Pueblo Community Health Center Project and authorize the President of City Council to execute same? RECOMMENDATION Approval of the Resolution. BACKGROUND The City Planning staff reviewed a list of possible Colorado Department of Local Affairs Energy Mineral Impact Assistance Fund projects with City Council at the June 23, 2008 City Council work session. City Council authorized the submittal of grant applications for the City of Pueblo Fire Station No. 4 Project and the Pueblo Community Health Center Project on August 1, 2008. The Fire Station No. 4 project was ranked as the City's top priority of the applications submitted in August 2008. The DOLA staff recommended to the City staff that the Pueblo Community Health Center Project be withdrawn from consideration based on the number of applications received by DOLA and the likelihood that only one project would be funded for Pueblo. The City staff contacted Byron Geer, CEO of the Pueblo Community Health Center and he agreed to withdraw their application from consideration by DOLA for the August grant cycle. A grant application for the Pueblo Community Health Center Project has been prepared for the December 1, 2008 funding cycle of Energy Mineral Impact Assistance Funds. The grant request will fund the following project described below: Pueblo Community Health Center Project The Pueblo Community Health Center Electronic Health Records System grant request is for $500,000 in DOLA Energy Impact Assistance Funds to supplement City, County and Community Health Center funds to purchase and install equipment for a new medical clinic being constructed at 107 East Routt Avenue. The total project cost is estimated to be $1.2 million, with the City and County each providing $100,000 in matching funds and the Pueblo Community Health Center Project providing $500,000 in matching funds for the purchase of equipment for the medical clinic that will be owned by the City and County. FINANCIAL IMPACT The total cost for the Pueblo Community Health Center Project is estimated to be $1.2 million with $100,000 in matching funds being provided by the City from the General Fund, $100,000 from Pueblo County funds, and $500,000 in funds from the Pueblo Community Health Center. The DOLA Energy Mineral Impact Assistance Fund grant is requesting $500,000 to supplement the other local funding to purchase equipment for the new medical clinic.
