A RESOLUTION ACCEPTING THE PARKS AND
RECREATION ASSESSMENT AND IMPLEMENTATION
PLAN PREPARED BY GREEN PLAY LLC RELATING TO
THE CITY OF PUEBLO'S PARKS AND RECREATION
FACILITIES AND SERVICES
WHEREAS, City Council, in January 2008, requested that an assessment be
completed relating to the City of Pueblo's parks and recreation facilities and services;
and
WHEREAS, a City of Pueblo Parks and Recreation Assessment and
Implementation Plan has been prepared by Green Play LLC, and,
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
The City of Pueblo Parks and Recreation Assessment and Implementation Plan
is hereby accepted by City Council, a copy of which is attached hereto.
SECTION 2.
This Resolution shall become effective immediately upon final passage and
approval.

A RESOLUTION ACCEPTING THE PARKS AND RECREATION ASSESSMENT AND

CITY OF PUEBLO'S PARKS AND RECREATION FACILITIES AND SERVICES
ISSUE
Should City Council accept the Parks and Recreation Assessment and Implementation
Plan prepared by Green Play LLC relating to the City of Pueblo's parks and recreation
facilities and services?
RECOMMENDATION
Approval of the Resolution.
BACKGROUND
The Parks and Recreation Assessment and Implementation Plan ( "Plan ") was
requested to be completed by City Council in January 2008 to review and provide
recommendations related to the City of Pueblo's parks and recreation facilities and
services. The Plan focuses on the following issues and opportunities:
1. Improving park aesthetics and quality of maintenance
2. Enhancing staffing (e.g., staff trained in forestry, horticulture)
3. Improving the trail system
4. Creating volunteer opportunities
5. Increasing funding for operations and capital projects
6. Improving parkland dedication requirements for new developments
Community input was gathered as part of this planning process through a series of four
focus groups and one community meeting during the week of April 30 — May 2, 2008. In
addition, input was gathered from City Council members and City of Pueblo staff.
The plan provides recommendations that address key issues and needs and build on
the strengths of the Pueblo parks and recreation system. These recommendations are
guided by the following overarching action themes.
1. Develop a vision and unified plan to improve parks and recreation services
and facilities
2. Align resources to realize that vision
3. Mobilize the organization
4. Engage the community
5. Measure and celebrate progress
The study included an Inventory and Analysis the City's parks, facilities, and recreation
programs, park management and maintenance, and the administration and
management of the parks and recreation department. The specific recommendations
were separated into the following categories:
1. Organizational Development
2. Park Management and Maintenance
3. Recreation
4. Financial
5. Facility and Park Improvements
6. Planning and Design
FINANCIAL IMPACT
Based on the recommendations of the Parks and Recreation Assessment and
Implementation Plan actions will be incorporated where feasible in the management,
operation and maintenance of parks, recreation facilities, and recreation programs.
These actions will have a financial impact on the Parks and Recreation budget that will
be addressed in the annual operating budget.
