HomeMy WebLinkAbout11455RESOLUTION NO. 11455 A RESOLUTION AUTHORIZING THE CITY OF PUEBLO TO SUBMIT A GRANT APPLICATION TO THE COLORADO HISTORICAL SOCIETY FOR A SELECTIVE ARCHITECTURAL AND HISTORICAL INVENTORY OF PROPERTIES IN THE EASTSIDE NEIGHBORHOOD AND AUTHORIZING THE PRESIDENT OF CITY COUNCIL TO EXECUTE SAME WHEREAS, the City of Pueblo supports the historical study of the Eastside neighborhood for the purposes of generating landmarks, examining the architectural and social diversity, and documenting historic structures before they are lost; and WHEREAS, the City of Pueblo agrees to submit a grant application to the Colorado Historical Society for funding for this project; BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1. A grant application requesting $22,000 from The Colorado Historical Society, a copy of which is attached hereto, is hereby approved. SECTION 2. The President of the City Council is hereby authorized to execute and deliver the grant application in the name of and on behalf of the City of Pueblo, a Municipal Corporation, and the City Clerk shall affix the seal of the City thereto and attest same. RECOMMENDATION Approval of the Resolution. BACKGROUND The Historic Preservation Commission voted to recommend that the City apply for an architectural and historical inventory of 43 properties in the Eastside neighborhood. The project will build on the ongoing historic context study approved by City Council in 2007. The project will study potential landmarks and document structures at risk of removal or collapse, as well as add to the understanding of the overall social and architectural diversity in the Eastside neighborhood. FINANCIAL IMPACT Administration of the grant will be the only fiscal impact. No local grant match is required. The project will research and document properties that are in danger of destruction via neglect or potential urban renewal projects. The project also will inventory properties that appear to have good integrity and architectural significance, which may be potentially eligible for the local, state, or National Register. Currently, the East Side neighborhood has no designated properties. The CLG funded neighborhood context study has generated great interest in the history of the East Side and the Historic Preservation Commission would like to build on the context study and expand their preservation efforts in a historically underrepresented neighborhood. Finally, the HPC would like to implement a preservation planning aspect to assist in potential urban renewal efforts to revitalize portions of the economically depressed neighborhood and inventory and identify significant properties before they are threatened by redevelopment or neglect while providing opportunities for restoration through landmarking and access to tax credits for private owners and State Historical Fund money for nonprofit/City partnerships. AMOUNT OF REQUEST: $21,500 Start Date (must be on or after February 1, 2009): February 1, 2009 End Date (must be on or before June 30, 2010): June 30, 2010 Certification: This application is submitted to the Colorado Historical Society for funding consideration under the Certified Local Government provisions of the National Historic Preservation Act of 1966 as amended.
