Background Paper for Proposed RESOLUTION AGENDA ITEM # 4 DATE: November 10, 2008 DEPARTMENT: AVIATION — JERRY BRIENZA, DIRECTOR OF AVIATION TITLE A RESOLUTION APPROVING AN AGREEMENT BETWEEN THE CITY OF PUEBLO, A MUNICIPAL CORPORATION, AND CH2M HILL FOR PROFESSIONAL SERVICES IN THE AMOUNT OF $291,536 PLUS $29,154 IN CONTINGENCIES RELATED TO THE ENVIRONMENTAL ASSESSMENT FOR A NEW TRAINING RUNWAY AT PUEBLO MEMORIAL AIRPORT AND AUTHORIZING THE PRESIDENT OF THE CITY COUNCIL TO EXECUTE SAME ISSUE Should City Council approve an agreement with CH2M Hill to provide professional services relating to the environmental assessment for a new training runway at Pueblo Memorial Airport. RECOMMENDATION Approval of this Resolution. BACKGROUND The FAA Office of Runway Safety has requested that Runway 8R/26L be closed due to safety concerns. Because of the high level of training on this runway, it cannot be closed until a new runway has been built. Therefore, the FAA has agreed to fund the building of a new training runway before closing 8R/26L; however, an environmental assessment of the airport has to be completed before the runway can be built. Requests for proposals were received and a selection committee chose CH2M Hill to do the assessment. FINANCIAL IMPACT Funds in the amount of $291,536 plus $29,154 in contingencies will be expended from Project AP0804. A federal grant will pay for 95% of the project and a state grant will pay for 2.5% of the project. The City's share of the project will be $7,288 plus $729 in contingencies.
