A RESOLUTION APPROVING THE SUBMITTAL OF A GRANT APPLICATION TO THE
COLORADO DEPARTMENT OF LOCAL AFFAIRS DIVISION OF HOUSING'S NEEDS
ASSESSMENT GRANT INITIATIVE AND AUTHORIZING THE PRESIDENT OF CITY
COUNCIL TO EXECUTE SAME
WHEREAS, the City Council supports the application to the Colorado Department
of Local Affairs Needs Assessment Grant Initiative relating to the Pueblo County, United
Way, and City of Pueblo Needs Assessment Project;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO,
that:
The attached application submitted jointly with Pueblo County, United Way of
Pueblo County, and City of Pueblo Needs Assessment Grant to measure the housing
and human services need within the city and the county, is hereby approved. The City
recommends the application be forwarded to the Colorado Department of Local Affairs,
for consideration to receive monies from the Needs Assessment Grant. The President
of City Council is hereby authorized to execute the application on behalf of the City of
Pueblo.

ISSUE
Should the City Council approve the submittal of a grant application to the Colorado
Department of Local Affairs Division of Housing's Needs Assessment Grant Initiative in
partnership with Pueblo County and the United Way of Pueblo?
RECOMMENDATION
Approve the Resolution.
BACKGROUND
The City of Pueblo Department of Housing and Citizen Services, Pueblo County
Department of Housing and Human Services and the United Way of Pueblo wish to
partner in a Needs Assessment. The City and the County are required by their funders
to undertake a needs assessment in order to continue to receive funding. The United
Way, though not required, completes one to determine the needs in the community and
later to assess the impact of the funding. The City must complete a new 5 -Year
Consolidated Plan (2010 -2014) for HUD in 2009.
The State's Department of Local Affairs Division of Housing is making grant funds
available to counties to assist in the completion of a housing needs assessment,
therefore the County is the primary applicant. The United Way sent out a "feeler"
request for proposals. The lowest bid received was for $75,000. Based on the bids
received we recognized that having one consultant complete the needs assessment for
all three agencies would result in a $20,000 - $25,000 savings. The grant application
requests $40,000 from the State. The United Way has pledged $20,000. The City is
contributing $20,000 from HUD HOME and CDBG funds that it has set -aside for this
purpose from its administrative budget. These are not additional funds that need to be
appropriated. Once the approvals to submit the application are received by the Council
and the Commissioners, the United Way will put out an official request for proposals
satisfying all the procurement requirements of the City and County and their state and
federal funders.
We anticipate hearing from the State in December of 2009 and are requiring that the
study be completed by June of 2009.
FINANCIAL IMPACT
In partnering with Pueblo County and the United Way, the City will save anywhere from
$20,000 to $25,000 in the cost of a Needs Assessment. The funds to be contributed by
the City are estimated to be $20,000 and have been appropriated for administrative
uses. Under the federal regulations, all plans are considered administrative in nature.

Please answer the following questions for the project or program that you are proposing
(Please attach other pages if necessary).
• Describe the project and its importance to the county(ies) and communities it will serve
This project proposes to conduct a comprehensive housing needs assessment for the City
and the County of Pueblo and to develop a research -based community needs assessment for
the United Way of Pueblo County. The housing portion of the needs assessment will focus
on the housing needs of the City of Pueblo, the farming communities east of Pueblo including
Blende, Vineland, Avondale, and Boone. To the west, the study will analyze the needs of the
small mountain community of Beulah and the rapidly growing housing market in Pueblo West,
Colorado. This study will also assess the housing opportunities in the southern communities
of Colorado City and Rye Colorado. In addition the project will study the impact of the area
economy, including income levels and employment opportunities and unemployment rates
and their effects on the housing market.
The lead agency for this project will be the Pueblo County Department of Housing and
Human Services with the City of Pueblo Department of Housing and Citizen Services and the
United Way of Pueblo County as partnering organizations in the project. Each of the
partnering organizations will commit to contributing financing towards the needs assessment
in the amount of $20,000 from the City of Pueblo Department of Housing and Citizen
Services and $20,000 from the United Way of Pueblo County.
Pueblo County Department of Housing and Human Services (HHS) will contract with a
Colorado Department of Housing (CDOH) approved contractor to conduct the Housing Needs
Assessment and the Community Needs Assessment. HHS will require that the project
specifically address the Colorado Division of Housing Needs Assessment Template and the
requirements set forth by the United Way of Pueblo County for the Community Needs
Assessment. The CDOH template will require that the contractor specifically address the
following target areas and their relationship to the housing needs of the City and County of
Pueblo:
• Economic and Demographic Framework
• Housing Inventory
• Housing Market Conditions
• Housing Problems
• Special Needs
• Housing Gaps and Estimated Needs
The needs assessment will also include an analysis of the above target areas as follows:
• Assumptions and Conclusions
• Community Resources and Financial Tools
• Executive Summary
• Analyst's Recommendations for an Action Plan
The needs assessment additionally will address the City of Pueblo Consolidated Plan as
follows:
• Quality of Life & Housing Needs in Targeted Pueblo Neighborhoods

• Welfare, Poverty, and Human Services
The United Way of Pueblo County Community Needs Assessment will be developed based
on the information and understanding derived from research with Pueblo County residents,
and Pueblo County key informants; as well as community research, and best practices
research. This research will evaluate the awareness and perception of the needs in the
community, and determine the community's commitment to addressing those needs. The
following specific tasks will be provided by the contractor for the United Way Community
Needs Assessment:

Pueblo County and its partner organizations included in this needs assessment will be able to
utilize the information obtained to better coordinate, prioritize goals, and manage the planning
process involved in housing and community development based on the recommendations
provided through this study. In addition, Pueblo County's Department of Housing and Human
Services will strengthen its position in applying for federal and state funds to address the
target areas for which baseline information was gathered. The communities involved will
ultimately benefit from the study as the organizations can use the information in evaluating
and targeting the housing and community development needs of each particular community.
Each community will have specific needs that the county, city and the United Way of Pueblo
County may be able to address, i.e. the farming communities of Blende, Vineland and
Avondale will likely focus in on the lack of migrant farmworker housing, while the City of

Pueblo will have specific housing and community development needs for each area of the
city; whereas, Pueblo West will face issues surrounding significant population growth and
infrastructure development. Lastly, the rural mountain communities of Colorado City, Rye
and Beulah will likely be impacted by economic factors related to second homeowners, part-
time retirees and real estate development.

As previously indicated, the City of Pueblo Department of Housing and Citizen Services and
the United Way of Pueblo County are partnering organizations in the project. Each of the
partnering organizations will commit to contributing financing towards the needs assessment
in the amount of $20,000 from the City of Pueblo Department of Housing and Citizen
Services and $20,000 from the United Way of Pueblo County. In addition, the Pueblo County
Department of Housing and Human Services will provide in -kind services estimated to be
$3,032 as follows:

A Public Hearing will be held on Tuesday, October 7, 2008 at which Mr. Rick Hanger,
Regional Housing Development Specialist with CDOH along with representatives from
Pueblo County Housing and Human Services, the City of Pueblo Department of Housing and
Citizen Services and the United Way of Pueblo County will be present at the public hearing to
solicit citizen comments and to answer questions about the proposed needs assessment
proposal.

The application to the Colorado Division of Housing for the Needs Assessment Grant is
expected to be submitted to the Colorado Department of Local Affairs by the middle of
October 2008 with the following approximated target dates:

Approval by CDOH with Award Letter and Press Release would be anticipated to be
received in November 2008 approximately five weeks from date application submitted
in October 2008.

Actual funds for the project would not be needed until the completion date of the
project which is anticipated to be April 15, 2009. It may be necessary to request
advance funds depending on whether or not the Needs Assessment Contractor
requires a retainer.

January 2, 2009 and conclude by February 15, 2009.

Describe your capacity to complete this proposal by identifying similar projects that
your organization has completed, and summarize their outcomes.
Pueblo County's Department of Housing and Human Services as the lead agency for this
project is responsible as part of it's mission to provide planning, contracting, and monitoring
services to ensure the delivery of a wide range of program services to indigent, low- and
moderate - income persons in Pueblo County, Colorado. To accomplish this mission, HHS
has written and carried out various grants and projects that identify community needs in
different areas. Specifically, HHS currently has ongoing projects to provide emergency
housing and essential services through five subcontractor agencies. Other current projects
include CDBG Emergency Housing Rehab for Seniors, CSBG Indigent Funds for emergency
services, transitional housing funds allocated through HUD /HOME funding for assistance to
low- income families and a health disparities grant to provide health services out of two
community centers. In addition, HHS oversees thirteen other Human Services programs
ranging from USDA Food Commodities distributions, to Pueblo Agency on Aging services to
seniors. These programs continue to be very successful and are highly effective in providing
specific needs to identified clientele within Pueblo County. Our ability to provide these types
of programs, demonstrates that we have the capacity to complete this needs assessment as
proposed.
