A RESOLUTION APPROVING LETTER AMENDMENT NO. ONE
TO FEDERAL GRANT CONTRACT NO. DOT- FA08NM -1069
BETWEEN THE CITY OF PUEBLO, A MUNICIPAL
CORPORATION, AND THE FEDERAL AVIATION
ADMINISTRATION AND AUTHORIZING THE TRANSFER OF
FUNDS TO CAPITAL PROJECT NO. AP0801
WHEREAS, City Council accepted and approved a Federal Aviation
Administration Grant to rehabilitate Runway 8L/26R (Phase I- design) and enhance the
Runway 8R/26L safety area (signs and markings); and
WHEREAS, both parties wish to increase the grant funds by $44,136 with the
local matching funds being $2,323; now, therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that:

between the City of Pueblo, a Municipal Corporation, and the Federal Aviation
Administration for Project No. 3 -08- 0046 -27, a copy of which is attached hereto, having
been approved as to form by the City Attorney, is hereby approved.

Funds in the amount of $44,136 will be transferred from the Aviation Grants Fund
to Capital Project No. AP0801. The matching funds in the amount of $2,323 will be
transferred from the 2008 Memorial Airport Fund to Capital Project No. AP0801.

ISSUE
Should City Council approve a letter amendment to Federal Grant Contract No. DOT -
FA08NM -1069 that would increase the grant funding amount.
RECOMMENDATION
Approval of this Resolution.
BACKGROUND
City Council approved a Federal Grant on June 9, 2008 to rehabilitate Runway 8L/26R
(Phase I- design) and enhance the Runway 8R/26L safety area (signs and markings).
The FAA recently closed out AIP Project No. 3 -08- 0046 -25 (City Capital Project No.
AP0502) and found $44,136 in unspent grant funds. We have requested and the FAA
has agreed to transfer these funds into AIP Project No. 3 -08- 0046 -27 (City Capital
Project No. AP0801).
FINANCIAL IMPACT
The Federal Grant under Capital Project No. AP0801 will be increased by $44,136
changing the grant total from $441,194 to $485,330. These funds will be transferred
from the Aviation Grants Fund. Matching funds for the project will be increased by
$2,323 changing the matching funds from $23,220 to $25,543. The $2,323 will be
transferred from the 2008 Memorial Airport Fund to Capital Project No. AP0801. A
State grant has previously been accepted by City Council to pay for half of the matching
funds for the Federal grant project.

This is in response to your letter dated August 21, 2008 requesting an amendment to the
Grant Agreement for AIP Project No. 3 -08- 0046 -27 to increase the maximum obligation of
the United States, as set forth in the Grant Agreement accepted by the sponsor on June 9,
2008.
This letter, together with your letter, effects the amendment, as requested, and commits the
Federal Aviation Administration, acting for and on behalf of the United States of America, to
increase the maximum obligation of the United States by $44,136 (from $441,194 to
$485,330) to cover the Federal share of the total actual eligible and allowable project costs of
the above referenced Grant Agreement.
Under the terms of the Grant Agreement, this document is incorporated into and constitutes
Amendment No. One to the above referenced Grant Agreement. All other terms and
conditions of the Grant Agreement remain in full force and effect.
