HomeMy WebLinkAbout11350RESOLUTION NO. 11350 A RESOLUTION AUTHORIZING THE CITY OF PUEBLO TO SUBMIT TWO GRANT APPLICATIONS TO THE COLORADO DEPARTMENT OF LOCAL AFFAIRS ENERGY MINERAL IMPACT ASSISTANCE FUND RELATING TO THE CITY OF PUEBLO FIRE STATION NO. 4 PROJECT, THE PUEBLO COMMUNITY HEALTH CENTER PROJECT AND AUTHORIZING THE PRESIDENT OF CITY COUNCIL TO EXECUTE SAME that: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PUEBLO, COLORADO, SECTION 1. The City Council approves the submittal of an application for the Pueblo Fire Station No. 4 Project consisting of the construction of a new fire station. The President of City Council is hereby authorized to execute the application on behalf of the City. SECTION 2_ The City Council approves the submittal of an application for the Pueblo Community Health Center Project to supplement City, County and Community Health Center Funds to purchase and install equipment for a new medical clinic being constructed at 107 East Routt Avenue. The President of City Council is hereby authorized to execute the application on behalf of the City. SECTION 3. PACHECO, DIRECTOR TITLE A RESOLUTION AUTHORIZING THE CITY OF PUEBLO TO SUBMIT TWO GRANT APPLICATIONS TO THE COLORADO DEPARTMENT OF LOCAL AFFAIRS ENERGY MINERAL IMPACT ASSISTANCE FUND RELATING TO THE CITY OF PUEBLO FIRE STATION NO. 4 PROJECT, THE PUEBLO COMMUNITY HEALTH CENTER PROJECT AND AUTHORIZING THE PRESIDENT OF CITY COUNCIL TO EXECUTE SAME ISSUE Should the City Council approve the submittal of two grant applications to the Colorado Department of Local Affairs Energy Mineral Impact Assistance Fund relating to the City of Pueblo Fire Station No. 4 Project and the Pueblo Community Health Center Project and authorize the President of City Council to execute same? RECOMMENDATION Approval of the Resolution. BACKGROUND The City Planning staff reviewed a list of possible Colorado Department of Local Affairs Energy Mineral Impact Assistance Fund projects with City Council at the June 23, 2008 City Council work session. City Council directed staff to prepare a grant application for the City of Pueblo Fire Station No. 4 Project and if equal matching funding was committed by Pueblo County prepare a grant application for the Pueblo Community Health Center Project. Fire Station No. 4 Project The Fire Station No. 4 grant request is for $750,000 in DOLA Energy Impact Assistance Funds to supplement City funds in the construction of the new fire station on property to be acquired by the City generally located south of Northern Avenue, north of Pueblo Blvd, west of Lake Avenue, and east of Prairie Avenue. The total project cost is estimated to be $1.5 million, with $750,000 in matching funds provided by the City. The City has not acquired property for the fire station, but will secure the property prior to final approval a grant contract for the project. The new fire station project will address a priority goal of the Pueblo City Council to modernize City facilities and infrastructure including more fire stations. The project will complete the construction of a new Fire Station #4 estimated to be 6,400 square feet including a 2,400 square foot fire truck bay and 4,000 square foot fire fighter quarters. The station will have the capability of housing two fire trucks and initially will be staffed with three firefighters that could be expanded to six firefighters. The building will be a frame construction with either a stucco or brick type finish. The station will serve a 5-6 square mile area of the south side of the city for medical response and a combined response area of 10 -12 square miles for fire response to structural fires and emergency calls requiring response from more than one station. Pueblo Community Health Center Project The Pueblo Community Health Center Project grant request is for $500,000 in DOLA Energy Impact Assistance Funds to supplement City, County and Community Health Center funds to purchase and install equipment for a new medical clinic being constructed at 107 East Routt Avenue. The total project cost is estimated to be $1.2 million, with the City and County each providing $100,000 in matching funds and the Pueblo Community Health Center Project providing $500,000 in matching funds for the purchase of equipment for the medical clinic that will be owned by the City and County. FINANCIAL IMPACT The total cost for the Fire Station No. 4 project is estimated to be $1.5 million with $750,000 of City cash matching funds being provided from the Police and Fire Stations construction funds. The DOLA Energy Mineral Impact Assistance Fund grant is requesting $750,000 to supplement the construction cost of the fire station. The total cost for the Pueblo Community Health Center Project is estimated to be $1.2 million with $100,000 in matching funds being provided by the City from the General Fund, $100,000 from Pueblo County funds, and $500,000 in funds from the Pueblo Community Health Center. The DOLA Energy Mineral Impact Assistance Fund grant is requesting $500,000 to supplement the other local funding to purchase equipment for the new medical clinic.
