A RESOLUTION ADOPTING POLICIES FOR LARGE -SCALE ANNEXATIONS
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
The City Council does hereby adopt the following policies for large -scale annexations:
Policy 1
The City Council shall evaluate, analyze and assess the relative fiscal impacts
associated with large -scale annexations to make certain that the proposed annexation
provides for long -term economic development including primary job creation that definitely
benefits the fiscal viability of the overall City, and does not transfer the costs of
development to residents and property owners within the existing City boundaries.
Policy 2
The City Council shall make certain that any proposed large -scale annexation
demonstrates how it further enhances the historic settlement pattern of the City, connects
physically and socially with the City, assimilates City services and functions, and becomes
a logical and integrated neighborhood within the City.
Policy 3
The City Council shall encourage proposed large -scale annexations to provide new
opportunities, relationships, linkages and quality of life options in the development plan for
the proposed area to be annexed that do not currently exist within the City and that
advance and further the overall goals and objectives of the City Comprehensive Plan.
SECTION 2.
The Resolution and Policies shall become effective upon final approval and adoption.

ISSUE
Should the City Council adopt policies for large -scale annexations?
RECOMMENDATION
City staff and consultants recommend approval.
BACKGROUND
City staff and consultants have recommended that the City Council adopt polices for
large -scale annexations in order to provide guidance and direction to City staff and the
development community in the evaluation, preparation and negotiation of annexation
agreements, zoning, development and master plans for large -scale annexations.
