HomeMy WebLinkAbout11345RESOLUTION NO. 11345 A RESOLUTION APPROVING A GRANT APPLICATION TO THE COLORADO WATER CONSERVATION BOARD WATER SUPPLY RESERVE FUND RELATING TO THE FOUNTAIN CREEK BEDLOAD SEDIMENT COLLECTION AND REMOVAL TECHNOLOGY PROJECT AND AUTHORIZING THE PRESIDENT OF CITY COUNCIL TO EXECUTE SAME WHEREAS, the City Council supports the application to the Colorado Water Conservation Board Water Supply Reserve Account to assist in the cost to complete the Fountain Creek Bedload Sediment Collection and Removal Technology Project; BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, COLORADO, that: The grant application to the Colorado Water Conservation Board Water Supply Reserve Fund for the Fountain Creek Bedload Sediment Collection and Removal Technology Project consisting of a demonstration project to determine the applicability of sediment removal structures to improve stream conditions on Fountain Creek, a copy of which is attached hereto, is hereby approved. The President of City Council is hereby authorized to execute the application on behalf of the City. PACHECO, DIRECTOR STORMWATER UTILITY DENNIS MARONEY, DIRECTOR TITLE A RESOLUTION APPROVING A GRANT APPLICATION TO THE COLORADO WATER CONSERVATION BOARD WATER SUPPLY RESERVE FUND RELATING TO THE FOUNTAIN CREEK BEDLOAD SEDIMENT COLLECTION AND REMOVAL TECHNOLOGY PROJECT AND AUTHORIZING THE PRESIDENT OF CITY COUNCIL TO EXECUTE SAME ISSUE Should the City Council approve the submittal of a grant application to the Colorado Water Conservation Board Water Supply Reserve Account relating to the Fountain Creek Bedload Sediment Collection and Removal Technology Project and authorize the President of City Council to execute same? RECOMMENDATION Approval of the Resolution. BACKGROUND The City's Planning Department is requesting City Council to apply for a $225,000 grant from the Colorado Water Conservation Board Water Supply Reserve Account for the Fountain Creek Bedload Sediment Collection and Removal Technology Project consisting of a demonstration project to determine the applicability of sediment removal structures to improve stream conditions on Fountain Creek. The water quality improvements will include the placement of a bed load sediment removal system within Fountain Creek. The City owns the property where the demonstration project will be constructed. The project will include monitoring to assess the success of the project in relationship to the removal of contaminants from Fountain Creek, impacts to sediment, and potential benefits in reduction of erosion and the re- establishment of a stable creek channel. (see application and site plans). The City Stormwater Utility is has previously received notice of the awarding of funding from the Colorado Department of Health and Environment that will be used as matching funds for this project. FINANCIAL IMPACT The $225,000 in Water Supply Reserve Funds will be used as the main funding source for a grant to the Colorado Department of Health and Environment to assist in funding this project. The Fountain Creek Bedload Sediment Collection and Removal Technology Project includes funding from the following sources: Dept of Public Health & Env $ 83,000 Arkansas River Roundtable $ 225,000 City of Pueblo $ 75,000 ( Stormwater Utility funds & in -kind) TOTAL $ 383,000 The City will appropriate and budget the funds for the overall project concurrently with the approval of the grant agreements with the Arkansas River Roundtable and the Colorado Department of Public Health and Environment and any other funding sources.
