A RESOLUTION APPROVING A PARTNERSHIP WITH SOUTHERN COLORADO
SUSTAINABLE COMMUNITIES FOR THE PURPOSE OF EDUCATIONAL COLLABORATIVE
EFFORTS TOWARD SUSTAINABILITY IN THE SOUTHERN COLORADO REGION
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
Southern Colorado Sustainability Communities is a voluntary partnership of governments
and civic organizations dedicated to sustainable community education. Civic organization partners
will be organizations with professional expertise regarding sustainable community development.
SECTION 2.
Educational programs are expected to include basic presentations designed for civic
groups which may include community meetings, workshops, public discussion, an educational
website and other educational resources.
SECTION 3.
Partnership governance will be provided by a steering committee that includes all
partnership members, using consensus decision - making where possible and majority vote when
not possible.

At its inception, the partnership does not anticipate that any local government resources will
be required unless a government chooses to act as a host of a partnership event. Staffing for the
partnership in 2008 will be provided by the Sustainability Partner Goal resources of Fort Carson
Mountain Post. Additional funding support will be explored from public and private resources.
SECTION 6_
This Resolution will become effective upon final passage and approval.

ISSUE
Should the City Council approve this resolution accepting a partnership with the Southern
Colorado Sustainable Communities?
BACKGROUND
The Southern Colorado Sustainable Communities (SCSC) is a collaborative assembled to
help Southern Colorado citizens understand and embrace an environmentally,
economically, and socially sustainable future. It is a voluntary partnership of governments
and civic organizations dedicated to sustainable community education. A sustainability
community is characterized by successful management of three aspects associated with
quality of life: economy, society, and environment. Furthermore, it is a community that is
acting in a manner that meets the needs of the present while still allowing future
generations to meet their needs. On May 27, 2008, representatives from SCSC gave a
presentation to City Council regarding the SCSC project and requested that the City of
Pueblo become a partner in this initiative. This resolution, if approved by the Council, would
make the City a partner along with other government entities such as the City of Colorado
Springs, El Paso County, the City of Canon City, Fremont County, and Pueblo County.
RECOMMENDATION
Approval of the Resolution.
