A RESOLUTION AUTHORIZING THE CITY OF PUEBLO TO SUBMIT TWO GRANT
APPLICATIONS TO THE COLORADO DEPARTMENT OF TRANSPORTATION FOR FUNDING
FROM THE TRANSPORTATION ENHANCEMENT PROGRAM FOR THE EASTERN GATEWAY
LANDSCAPE PROJECT AND THE NORTHERN AVENUE TRAIL REPLACEMENT AND
STREETSCAPE PROJECT AND AUTHORIZING THE PRESIDENT OF CITY COUNCIL TO
EXECUTE THE SAME
WHEREAS, the City of Pueblo supports the construction of landscape improvements and
highway runoff pollution mitigation located at the Highway 50 B and 47 interchange, which is an
important component of the City's beautification projects; and
WHEREAS, the City of Pueblo supports the replacement of the pedestrian /bicycle trail
along Northern Avenue and streetscape improvements within the Northern Avenue right of way,
which are important components of the City's trail and streetscape beautification projects; and
WHEREAS, the City of Pueblo agrees to submit grant applications to the Colorado
Department of Transportation for funding from the Transportation Enhancement Program to assist
in funding the construction of these projects.
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, COLORADO, that:
SECTION 1
A grant application requesting $350,000 from the Colorado Department of Transportation
for funding from the Transportation Enhancement Program to construct landscape improvements
and highway runoff pollution mitigation at the Highway 50 B and 47 interchange, a copy of which is
attached hereto, is hereby approved.
SECTION 2
A grant application requesting $350,000 from the Colorado Department of Transportation
for funding from the Transportation Enhancement Program to replace the pedestrian /bicycle trail
along Northern Avenue and streetscape improvements within the Northern Avenue right of way, a
copy of which is attached hereto, is hereby approved.
SECTION 3.
The President of the City Council is hereby authorized to execute and deliver the grant
applications in the name of and on behalf of the City of Pueblo, a Municipal Corporation, and the
City Clerk shall affix the seal of the City thereto and attest same.

ISSUE
Should the City Council authorize the submittal of two grant applications to the Colorado
Department of Transportation for funding from the Transportation Enhancement
Program, to fund landscape improvements at the Highway 50 B and 47 interchange,
replace the pedestrian/bicycle trail along Northern Avenue and streetscape
improvements within the Northern Avenue right of way and authorize the President of
City Council to execute the same?
RECOMMENDATION
Approval of the Resolution.
BACKGROUND
The City Planning staff reviewed a list of possible streetscape and other beautification
projects with City Council at the March 24, 2008 City Council work session. City
Council directed staff to prepare grant applications for the Eastern Gateway Landscape
Project and the Northern Avenue Trail Replacement and Streetscape Project. The total
cost for Phase 1 of the Eastern Gateway Landscape Project is estimated at $437,500,
with $350,000 requested from CDOT Enhancement Funds and $87,500 provided from
the Citywide Aesthetic Improvement Fund as a local match. The total cost for the
Northern Avenue Trail Replacement and Streetscape Project is estimated at $667,500,
with $350,000 requested from CDOT Enhancement Funds, $230,000 from 1 -A County
Funds and $87,500 has been budgeted from the Citywide Aesthetic Improvement Fund
as a local match.
FINANCIAL IMPACT
The Phase 1 landscape improvements for the Highway 50 B and 47 interchange are
estimated to cost $437,000. The following is a breakdown of the proposed funding for
the project:
CDOT Enhancement Funds $ 350,000
Citywide Aesthetic Imp. Funds $ 87.500
TOTAL $ 437,500
The Northern Avenue Trail Replacement and Streetscape Project is estimated to cost
$667,500. The following is a breakdown of the proposed funding for the project:

Citywide Aesthetic Imp. Funds $ 87,500
TOTAL $ 667,500
The City will appropriate and budget funds for the projects prior to approval of the grant
agreements with the Colorado Department of Transportation. The City will assume
responsibility for the maintenance of the projects following the completion of
construction and warranty periods.

Attachment A — Description of the Proposed Project
The Eastern Gateway Landscape Project is a Transportation Aesthetic and
Environmental project that consists of extensive landscaping and highway runoff
mitigation within the State Highway 50 B and 47 interchange. This interchange is
a highly visible and heavily traveled portion of State Highway that also serves as
a gateway, from the east into the City of Pueblo. All traffic heading west on
Highway 50 from the Pueblo Memorial Airport, Pueblo Memorial Airport Industrial
Park and eastern portions of the State utilize the interchange to connect to their
desired destinations within the City. Currently, the interchange is overgrown with
weeds and is surrounded by less than pleasing views of salvage yards and other
industrial uses. Trash and debris, blown in from neighboring properties, often
collects within the low points of the interchange further degrading the landscape.
The proposed project will ultimately enhance the motorist's highway driving
experience and create a welcoming gateway into the City by buffering the site
and creating a pleasant atmosphere. In addition to improving the overall
appearance of the interchange, pollution stemming from highway runoff will be
mitigated through a drainage system that will irrigate the grassland and
ornamental trees.
Due to its expansive nature, approximately 28- acres, the Eastern Gateway
Landscape Project will be completed in two phases. The first phase will
landscape the internal portions of the interchange, which is approximately 10-
acres of right of way and the second phase will complete the project by
landscaping all external portions of the interchange right of way equaling
approximately 18- acres. Initial funding for the project will come from the City of
Pueblo Aesthetic Improvement Fund and will total $87,500 for Phase 1, which is
20% of the total cost. The City Aesthetic Improvement Fund will also finance
Phase 2. Perpetual maintenance monies from the City Aesthetic Improvement
Fund have been budgeted and will be available for all future maintenance
expenses stemming from both phases of the project.
Project components consist of preparing the soil for grassland and trees;
establishing runoff irrigation systems as well as traditional irrigation systems to
supplement watering; grading the site and planting rows of ornamental trees that
will act as a buffer and focal point of the project. Phase 1 will be completed in
December 2009 and Phase 2 will be completed in December 2010. All
landscaping materials will be "Western Water Wise Plants ", which are drought
tolerant and require less water and maintenance than traditional landscaping
materials once established.

Attachment A - Description of Proposed Project
The project is located within the existing City of Pueblo right -of -way of Northern Avenue
between Pueblo Boulevard and Moore Avenue (the trail to the southeast of Northern
Avenue terminates at Wedgewood Lane). Northern Avenue, beginning at Pueblo
Boulevard, is the southern access to the Colorado State Fair Grounds. By making the
trails and medians more aesthetically pleasing, this enhancement project will help to
create a better impression of the area to the visitors of the State Fair each year, making
this project not only beneficial to the Pueblo citizens, but to all Colorado citizens. The
trails will also be made more usable through this project by creating a smoother surface
and by making them fully handicap accessible.
The goal of the project is to enhance and improve the existing trails and raised medians
along Northern Avenue. The overall project will include the following upgrades to the
existing bicycle and pedestrian trails and streetscape:
The project will reconstruct 8,398 linear feet of existing asphalt bicycle and
pedestrian trails located on each side of Northern Avenue by replacing them with
concrete. The existing trails are constructed of asphalt at approximately 8' wide;
however, due to the overgrowth and deterioration of the trails, the usable path is
not more than 6' wide. The trail on the northwest side of Northern Avenue is
defined as an off roadway trail on the City of Pueblo Bicycle Routes &
Recreational Trails Map so it will be reconstructed at 10' wide. The trail on the
southeast side of Northern Avenue is not listed as a formal trail on the Map;
therefore, the project will reconstruct this trail at 8' wide. The project will also
utilize the existing raised medians in Northern Avenue to provide landscaping.
The landscaping portion of the project will consist of the removal of the
unpleasant and harsh asphalt in the medians and the addition of western water -
wise landscape. The project will provide approximately 39,850 square feet of
landscaping in the wider portions of the medians and will include trees, shrubs,
perennial plantings and an irrigation system. Along the narrower portions of the
medians, where landscaping is not feasible, the project will provide
approximately 8,400 square feet of decorative stamped, color concrete.
Due to the size of the project, the Northern Avenue Trail Replacement and Streetscape
Project will be divided into two phases. Phase 1 of construction will include complete
trail reconstruction and median landscape from Vinewood Lane to Lehigh Avenue and is
scheduled to begin in September 2009 and will be completed by December 2009.
Phase 2 of the project will include the remainder of median landscape from Lehigh
Avenue to Prairie Avenue, additional trail construction from Moore Avenue to Prairie
Avenue and will be completed by December 2010.
The Northern Avenue Trail Replacement and Streetscape Project is estimated to cost
$667,500. The CDOT TE -21 grant request for the Northern Avenue Trail Replacement
and Streetscape Project in the amount of $350,000 will be matched with $230,000 from
the Pueblo County 1 -A Funds and $87,500 cash match from the City of Pueblo

Aesthetic Improvements Fund. City's Parks and Recreation Department will continue
the maintenance of the trails. The maintenance of the medians will be provided by a
separate contract and will be financed through the City of Pueblo Aesthetic
Improvement Fund.
