A RESOLUTION APPROVING AN AGREEMENT IN THE AMOUNT OF $206,485.00 BETWEEN
THE CITY OF PUEBLO AND THE BLACK & VEATCH CORPORATION FOR PROFESSIONAL
SERVICES ASSOCIATED WITH UPDATING THE SANITARY SEWER MASTER PLAN FOR THE
CITY OF PUEBLO
WHEREAS, the City of Pueblo owns, operates and maintains a sanitary sewer collection
system subject to the requirements of the federal Clean Water Act and the Colorado Water Quality
Control Act; and
WHEREAS, a master plan for extension, upsizing and rehabilitation of the sanitary sewer
system is essential to efficient management of the wastewater system, and
WHEREAS, the Planning and Zoning Commission has determined that the Sanitary Sewer
Master Plan Project ( "Project ") is a growth - related capital project within the meaning of Section 16-
11-4 of the Pueblo Municipal Code, and as such constitutes an appropriate use for the Sanitary
Sewer Collection System Improvement Fund; and,
WHEREAS, the City has selected Black & Veatch Corporation to provide certain
engineering services in connection with the Project;
NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
The Agreement for Professional Engineering Services by and between Pueblo, a Municipal
Corporation, and Black & Veatch Corporation, a true copy of which is attached hereto and
incorporated herein by reference (the "Agreement ") having been approved as to form by the City
Attorney, is hereby approved.
SECTION 2.
The President of City Council is hereby authorized to execute the Agreement in the name
and on behalf of the City and the City Clerk is directed to affix the seal of the City thereto and attest
same.
SECTION 3
Funds for payment for professional services under said Agreement in the amount of
$206,485.00 shall be paid from appropriated and unencumbered funds budgeted in the City's 2007
Budget from the Sanitary Sewer Collection System Improvement Fund.

ISSUE
Should the City Council approve an agreement in the amount of $206,485.00 with
the Black & Veatch Corporation for engineering services associated with
updating the sanitary sewer master plan for the City of Pueblo.
RECOMMENDATION
Approval of Resolution
BACKGROUND
New development along the boundaries of the existing Pueblo city limits is
driving the extension of the sanitary sewer collection system, as well as upsizing
needs within the existing sanitary sewer system. An updated master plan is
needed to assure orderly and efficient development of the sanitary sewer system.
The City's existing sanitary sewer master plan was prepared in 1973 and has not
been significantly updated since that time.
The master plan project will review the existing sanitary sewer system, identify
hydraulic bottlenecks, review land use and demographic data to project growth
areas, and develop a computer flow model to aid in future collection system
planning. Although the project will take the Pueblo Springs Ranch development
into account, it will not include a detailed plan for sanitary sewer service to that
development. The sewer service plan for the Pueblo Springs Ranch
development will be developed as part of the annexation process and
incorporated into the annexation agreement.
Because sewer system extension and upsizing are driven by growth, it seems
appropriate to fund the project from the Sanitary Sewer Collection System
Improvements Fund ( "Fund "). Monies in the Fund are collected from sanitary
sewer connection fees, and are intended to be used for growth- related capital
projects approved by City Council. The Pueblo Planning and Zoning
Commission made the recommendation that the master plan project is an
appropriate expenditure for the Fund. Documentation of that recommendation is
attached. It does, however, remain the province solely of Council to approve
projects using monies from the Fund, in accordance with § 16 -11 -4 of the Pueblo
Municipal Code.
