A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PUEBLO, COLORADO, MAKING
LEGISLATIVE FINDINGS THAT AN AREA OF THE CITY OF PUEBLO IS A BLIGHTED AREA
AND APPROPRIATE FOR AN URBAN RENEWAL PROJECT
WHEREAS, Leland Consulting Group (the Consultants) conducted studies and surveys
of the area (Area) described in Exhibit A, attached to and incorporated herein, to determine if
the Area contains factors included in the definition of blighted area in the Colorado Urban
Renewal Law Sections 31 -25 -101, et seq., C.R.S., (the Act); and
WHEREAS, within thirty days of commissioning such studies and surveys, the Urban
Renewal Authority of Pueblo (the Authority) provided notice to owners of private property in the
Area that the Authority was commencing a study necessary for making a determination as to
whether the Area is a blighted area; and
WHEREAS, the Consultants prepared, submitted and presented to the City Council a
document entitled ThunderVillage Conditions Survey (the Survey) dated November 2007, which
Survey is incorporated herein by this reference, and which describes in detail the conditions in
the Area that are summarized in Section 1, below; and
WHEREAS, the Authority has reviewed and approved the Survey; NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PUEBLO, COLORADO:
SECTION 1
Based on a review of the Survey and in accordance with the Act, the City
Council finds and determines that the Area is a blighted area as defined in Section 31-
25- 103(2), C.R.S, and by reason of the presence of the following factors the Area
substantially impairs or arrests the sound growth of the City, retards the provision of
housing accommodations, constitutes an economic and social liability, and is a menace
to the public health, safety, morals or welfare in its present condition and use. The City
Council finds and determines that the following factors exist in the Area:
a. Predominance of defective or inadequate street layout;
b. Faulty lot layout in relation to size, adequacy, accessibility, or usefulness;
C. Unsanitary or unsafe conditions;
d. Deterioration of site or other improvements;
e. Unusual topography or inadequate public improvements or utilities;
f. The existence of conditions that endanger life or property by fire or other
causes;
g. The existence of health, safety, or welfare factors requiring high levels of
municipal services or substantial physical underutilization or vacancy of
sites, buildings, or other improvements.
SECTION 2_
The City Council further finds and determines the Area is appropriate for an urban
renewal project pursuant to the Colorado Urban Renewal Law.
SECTION 3_
This Resolution is effective upon its approval by the City Council.

Legal Description of ThunderVillage Urban Renewal Area
Beginning at the northwest corner of Section 16, Township 20 South, Range 64 West, where it
adjoins the easterly boundary of Colorado State University — Pueblo, thence eastward along the
northern boundary line of Section 16 to the northeast corner of Section 16, thence southward
along the eastern boundary of Section 16 to the southeast corner of Section 16, thence
westward along the southern boundary line of Section 16 to the southwest corner of the
southeast quarter of Section 16, thence southward along the eastern boundary of the northwest
quarter of Section 21, Township 16, Range 64 West, to the southeast corner of said northwest
quarter, thence westward along the southern boundary of said northwest quarter to the
southwest corner of the easterly one -half of the northwest quarter of Section 21, thence
northward to the point of intersection with the southern right -of -way line of Drew Dix Drive,
thence westward along the southern right -of -way line of Drew Dix Drive to the western right -of-
way line of Troy Avenue, thence northward along the western right -of way of Troy Avenue to the
southern right -of -way line of State Highway 47, thence westward along the southern right -of-
way line of State Highway 47 to a point that would be the southwest projection of the
southeastern boundary line of Colorado State University — Pueblo, thence northeastward along
the southeast boundary of Colorado State University — Pueblo to the point of intersection with
the western boundary of Section 16, thence northward along the western boundary of Section
16 to the point of beginning, and excluding that portion of Section 16 which is not within the
corporate limits of the City of Pueblo.

ISSUE
Should City Council determine the proposed ThunderVillage Urban Renewal Project as
a blighted area as defined in C.R.S. Section 31- 25- 103(2)?
Approve the Resolution
BACKGROUND
The ThunderVillage Conditions Survey, prepared by Leland Consulting Group, reflects
conditions of blight as required by the Urban Renewal Law of the State of Colorado
(C.R.S. 31 -25 -103 (2)). Approval of this Resolution determines that blight conditions
exist within the proposed project area. Approval of this Resolution is a prerequisite of
City Council consideration of the urban renewal project area plan. Four blight conditions
must be present in order to determine if the proposed project area is fit for an urban
renewal project area plan. The Conditions Survey found seven conditions of blight
within the proposed project area.
