A RESOLUTION AUTHORIZING AN APPLICATION FOR A 2008 COLORADO DIVISION OF
CRIMINAL JUSTICE EDWARD BYRNE MEMORIAL JUSTICE ASSISTANCE GRANT
(COLORADO JAG) AND INCORPORATED CERTIFICATION
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that:
WHEREAS, the City of Pueblo is eligible to submit a grant application to the Colorado
Division of Criminal Justice for the 2008 Edward Byrne Memorial Justice Assistance Grant
(Colorado JAG) funding; and
WHEREAS, the term of the grant covers the period from October 1, 2008 to September
20, 2009; and
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
The application for a 2008 Colorado Division of Criminal Justice Edward Byrne Memorial
Justice Assistance Grant (Colorado JAG), a copy of which is attached hereto, is hereby
approved. The President of the City Council is authorized to submit the application in the name
of the City.
SECTION 2.
This resolution shall become effective upon its passage.

INCORPORATED CERTIFICATION
ISSUE
The Colorado Division of Criminal Justice (CDOJ) has informed the Police Department that funds are
available under the Byrne Memorial Justice Assistance Grant (Colorado JAG). The term of this
grant covers the period from October 1, 2008 to September 30, 2009.
The department recommends approval of this resolution.
BACKGROUND
The Colorado Division of Criminal Justice Edward Byrne Memorial Justice Assistance Grant (Colorado
JAG) Program provides funds to units of local government for the purpose of improving law enforcement
technology and upgrading necessary equipment. The program is designed to help local communities
address problems specific to their area.
This grant request is for $200,993.00 for a criminal justice information- sharing project. The project will
provide information for the police department and the sheriffs department to connect their Records
Management Systems with the Colorado Information Sharing Consortium serving the Front Range
Counties. The Consortium provides a computerized linking of law enforcement records systems in all of
the, participating agencies through which an agency can then conduct searches for persons, property,
vehicles and weapons suspected of criminal involvement in the files of the various agencies.
FINANCIAL IMPACT -'
Although this is a no match grant application, the Colorado Information Sharing Consortium will require
on going annual maintenance fees. There is an annual maintenance fee for the connection, of
$15,900.00, which will be shared equally by the Pueblo County _Sheriffs Office. (PCSO) and the Police
Department: Each agency will pay $7,950.00. Additionally, there is an annual user maintenance fee per
officer for each agency. The fee is a total of $8,076.00 with the Police Department responsible for 67%
or $5,411.00 and the PCSO responsible for 33% or $2,665.00. The Police Departments annual costs
will be a total $13,360.00.

PROJECT DESCRIPTION (Limit to space provided): The Pueblo Regional Intelligence and Data Sharing Exchange
involves a partnership between the Pueblo, Colorado Police Department and the Pueblo County Sheriff's Office to
obtain a nationally recognized computer software network that will allow the two agencies to directly query law
enforcement records management systems along the Front Range for criminal intelligence information and other crime
data. The network will also allow the agencies to share criminal intelligence information with other law enforcement
agencies. Currently many of the law enforcement agencies from El Paso County north through the Denver area
connected to this network and can instant! y share information.
