HomeMy WebLinkAbout11200RESOLUTION NO. 11200 A RESOLUTION AUTHORIZING THE CITY OF PUEBLO TO SUBMIT A GRANT APPLICATION TO THE COLORADO DEPARTMENT OF PUBLIC HEALTH AND ENVIRONMENT FOR FUNDING FROM THE NONPOINT SOURCE PROGRAM TO CONSTRUCT WATER QUALITY DEMONSTRATION PROJECTS RELATED TO FOUNTAIN CREEK AND AUTHORIZING THE PRESIDENT OF CITY COUNCIL TO EXECUTE SAME WHEREAS, the City of Pueblo supports funding for demonstration projects to assess water quality improvements related to Fountain Creek; and WHEREAS, the City of Pueblo agrees to submit a grant application to the Department of Public Health and Environment for funding from the Nonpoint Source Program to assist in funding the projects related to water quality improvements for Fountain Creek. BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1- The grant application is requesting $250,000 from the Department of Public Health and Environment for funding from the Nonpoint Source Program to construct three water quality demonstration projects related to Fountain Creek, a copy of which is attached hereto, is hereby approved. SECTION 2. The President of the City Council is hereby authorized to execute and deliver the grant application in the name of and on behalf of the City of Pueblo, a Municipal Corporation, and the City Clerk shall affix the seal of the City thereto and attest same. PRESIDENT OF THE CITY COUNCIL ATTESTED BY: ITY CLERK Background Paper for Proposed RESOLUTION AGENDA ITEM 31 DATE: JANUARY 14, 2008 DEPARTMENT: STORMWATER UTILITY / DENNIS MARONEY TITLE A RESOLUTION AUTHORIZING THE CITY OF PUEBLO TO SUBMIT A GRANT APPLICATION TO THE COLORADO DEPARTMENT OF PUBLIC HEALTH AND ENVIRONMENT FOR FUNDING FROM THE NONPOINT SOURCE PROGRAM TO CONSTRUCT WATER QUALITY DEMONSTRATION PROJECTS RELATED TO FOUNTAIN CREEK AND AUTHORIZING THE PRESIDENT OF CITY COUNCIL TO EXECUTE SAME ISSUE Should the City Council agree to submit a Grant Application to the Colorado Department of Public Health and Environment for funding from Nonpoint Source Program to fund construction of three demonstration water quality projects related to Fountain Creek and authorize the President of Council to execute same? RECOMMENDATION Approval of the Resolution. BACKGROUND The City's Planning Department is requesting City Council to apply for a $250,000 grant from the Nonpoint Source Program to assist in funding the construction of three demonstration water quality projects within the City of. Pueblo related to Fountain Creek. The water quality improvements will include the construction of an off - channel water detention basin north of State Highway 47 and west of Fountain Creek, the construction of a wetland filtration system to reduce selenium from entering Fountain Creek, and the placement of a bed load sediment removal system within Fountain Creek. The City owns the properties where the demonstration projects will be constructed. The projects will include monitoring to assess the success of the projects in relationship to the removal of contaminants from Fountain Creek, impacts to sediment, and potential benefits in reduction of erosion and the re- establishment of a stable creek channel. (see application and site plans). The City Stormwater Utility is concurrently submitting a grant application to the Arkansas River Roundtable to provide $225,000 in funding for this project. If funding is not secured from both the Colorado Department of Health and Environment and the Arkansas River Roundtable, the water quality projects will not have sufficient funding to be completed. FINANCIAL IMPACT The $250,000 in Nonpoint Source program funds will be used as the main funding source for a concurrent grant application to the Arkansas River Roundtable to assist in funding these demonstration projects. The Fountain Creek Water Quality Demonstration Projects are proposed to include funding from the following sources: Dept of Public Health & Env $ 250,000 Arkansas River Roundtable $ 225,000 City of Pueblo $ 25.000 ( Stormwater Utility funds & in -kind) TOTAL $ 500,000 The Nonpoint Source funds will be used for the following demonstration projects related to Fountain Creek: Construction of a 25 -acre off - channel detention pond & water quality improvements $ 150,000 Construction of wetland filtration system to reduce Selenium from entering Fountain Creek $ 50,000 Purchase and installation of a bed load sediment removal system $ 300,000 TOTAL $ 500,000 The City will appropriate and budget the funds for the overall project prior to the approval of the grant agreements with the Arkansas River Roundtable and the Colorado Department of Public Health and Environment and any other funding sources.
