HomeMy WebLinkAbout11182RESOLUTION NO. 11182 A RESOLUTION APPROVING THE SUBMITTAL OF AN APPLICATION FOR A COLORADO DEPARTMENT OF TRANSPORTATION SAFE ROUTES TO SCHOOL GRANT AND AUTHORIZING THE PRESIDENT OF CITY COUNCIL TO EXECUTE SAME WHEREAS, goals of the City Council include improving the condition and quality of city streets; and creating strong partnerships with other units of local government, including the school district; and WHEREAS, the Colorado Department of Transportation is currently soliciting proposals for City - School District jointly sponsored projects encouraging children to walk or bicycle to school and improving the safety of pedestrian routes to school; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that: The City Council hereby approves the submittal of a grant application to the Colorado Department of Transportation for a Pueblo Safe Routes to School Grant. The grant will fund pedestrian and bicycle improvements in the vicinity of Roncalli Middle School, along with the implementation of an educational program on walking and bicycling to school to be delivered to Roncalli Middle School students. The President of City Council is hereby authorized to execute the grant application in the name of the City. ISSUE Should the City Council approve the submittal of a 2008 application for a Colorado Department of Transportation Safe Routes to School Grant? RECOMMENDATION Approval of this Resolution. BACKGROUND The grant request is to construct a 4,650 feet by 10' wide pedestrian/bike path along the south side of State Highway 78 (Northern Ave) from Thames Drive to Bandera Parkway. The trail will be located within the Colorado Department of Transportation's (CDOT) right -of -way for State Highway 78 and a special use permit will be needed to be secured from CDOT prior to undertaking the project. This trail will provide a safe route to Roncalli Middle School and provide safe routes links between Roncalli Middle School, Pitts Middle School, and Pueblo South High School. As part of the overall project an educational program will be implemented on the benefits of walking and bicycling to school for students at Roncalli Middle School. The City of Pueblo is the applicant, with the grant would be administered through the City's Department of Planning, with collaboration from the city transportation department, School District 60's safety officer and staff of Roncalli Middle School. The grant request amount is $243,000 with no cash match, and an in -kind match of $2,000 for a total project amount of $245,000. The principal benefits to the public of this project are to enable and encourage children to walk and bicycle to school; as well as to improve safety, and reduce traffic, fuel consumption, and air pollution in the vicinity of Roncalli Middle School. The El Camino, LaVista Hills, Starlite Hills, and Regency Ridge residential neighborhoods were chosen because of the need to replace and upgrade the access to the school along the south side of State Highway 78 (Northern Avenue) in light of the new signalized pedestrian crossing immediately adjacent to the school at Kingsroyal Blvd and the additional bike and trail improvements on the north side of State Highway 78 required as part of the Regency Business Park Subdivision. The grant will require a strong partnership between the City, School District #60, and school staff to carry out an educational component of the project under a delegation agreement from the City. FINANCIAL IMPACT No cash match is required for the grant. The City will be required to maintain the striping and signage. District 60 in -kind contributions include conducting of the educational program, and program evaluation, totaling $2,000.
