A RESOLUTION APPOINTING MEMBERS TO THE PUEBLO HUMAN RELATIONS
COMMISSION
WHEREAS, two (2) City appointments to the Human Relations Commission will expire
on December 31, 2007; and
WHEREAS, one (1) City appointment to the Human Relations Commission is vacant due
to the resignation of Commission member Dennis Francen for a term expiring December 31,
2009; and
WHEREAS, two (2) joint City /County appointments to the Human Relations Commission
were vacant due to the resignation of Commission members Sylvia Proud and Bill Sanchez in
August of 2007; and
WHEREAS, the two joint appointments require an agreed -upon selection of both the City
Council of Pueblo and the Pueblo County Commissioners, and the City and County reviewed
and agreed to the individuals they desire to appoint following the PACOG meeting held on
August 23, 2007 to complete the three -year terms expiring December 31, 2008; NOW
THEREFORE;
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, COLORADO, that:
The following individuals are hereby appointed to the Pueblo Human Relations
Commission as City Appointments for the following terms:
Doris Kester
to complete the term expiring December 31, 2009
Kristi Martinez for the term expiring December 31, 2010
Michael Hudson for the term expiring December 31, 2010
The following individuals are hereby appointed to the Pueblo Human Relations
Commission as Joint Appointments to complete the following terms:
Manuel Gonzales to complete the term expiring December 31, 2008

ISSUE
Should City Council appoint three members, as City appointments, and will also ratify the two joint
City /County appointments, to the Pueblo Human Relations Commission?
RECOMMENDATION
Approve the Resolution.
BACKGROUND
Two of the three City appointments are for full three -year terms and one is to fill the vacancy
created by the resignation of Dennis Francen in September. Incumbents Doris Kester and Kristi K.
Martinez have both indicated that they WOULD like to be considered for reappointment. Ms.
Kester was first appointed to this Commission in 2004 and Ms. Martinez was first appointed to this
Commission in 2007 (to fill a vacancy).
The Resolution also ratifies the two joint appointments made following the PACOG meeting held
on August 23, 2007.
An advertisement seeking volunteers to serve on this board was published in The Pueblo Chieftain
and the new questionnaires that were received are as follows:
