HomeMy WebLinkAbout11129RESOLUTION NO. 11129 A RESOLUTION ACCEPTING COLORADO DEPARTMENT OF TRANSPORTATION FUNDING FOR THE 2007 -2008 CLICK IT OR TICKET TEEN SEAT BELT PROJECT, ESTABLISHING PROJECT NUMBER PD0708, AND AUTHORIZING THE TRANSFER OF FUNDS THEREFORE WHEREAS, the City Council of Pueblo has the authority on behalf of the City of Pueblo, including its Police Department, to accept funding from the State of Colorado for public and municipal purposes, and WHEREAS, the Colorado Department of Transportation has tendered 2007 -2008 Click it or Ticket Teen Seat Belt Project funding that will not exceed the amount of $7,000.00, and WHEREAS, acceptance of the funding for the purposes for which it has been made is in the best interest of the City and will benefit the health, welfare and safety of the citizens of the City; now, therefore, BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1. The Award of the Click it or Ticket Teen Seat Belt Project funding to the City of Pueblo is hereby accepted and is approved effective as of October 9, 2007. SECTION 2. Project Number PD0708, Click It or Ticket Seat Belt, is hereby established in the Police Grants Fund. SECTION 3. The amount of $7,000.00 is hereby authorized for transfer from the Projects to be Determined Account in the Police Grants Fund to Project Number PD0708. The Department recommends approval of the Resolution. BACKGROUND This funding will allow the Police Department to increase its enforcement of Colorado's child passenger safety and seat belt laws and to conduct seat belt surveys before and after the enforcement periods. Focus will be in areas of our community that have had the highest rate of teen crashes and fatalities. FINANCIAL IMPACT There is no match required for this grant. The Pueblo Police Department has been allocated $7,000.00 to conduct seat belt surveys before and after the enforcement periods, and to strictly enforce Colorado's child passenger safety and seat belt laws. This amount is to cover enforcement and surveys for all 4 waves. While there is no set quota on the amount of citations, the expectation is that if drivers are stopped for a traffic violation and they or their passengers are not in compliance with Colorado's occupant restraint laws to the graduated driver's license laws, they will be cited. A critical requirement to receiving these funds is your agency's timely, accurate entry of activity during the enforcement periods. Our records show that you, at szittel cr,pueblo.us will be responsible for entering your agency's data during the 4 waves of this campaign. If this information is not correct. or if your agency is not set up with a username and password to enter data on the CDOT website, please call me at 303 - 757 -9463. Arkansas Ave., 3 Floor Denver, Colorado 80228 Campaign Goals: • Increase teens' compliance with Colorado's seat belt and child passenger safety laws • Increase compliance with Colorado's Graduated Drivers Licensing (GDL) laws • Increase public awareness of the likelihood of receiving a ticket for non - compliance Funding: The Colorado Department of Transportation will provide funding for overtime enforcement during four "waves" scheduled for October 15 — 21, 2007, January 14 — 20, 2008, March 3 — 9, 2008, and May 12- 18, 2008. The agency agrees to: TO JOIN THE CAMPAIGN 1. provide overtime enforcement of Colorado's primary child passenger safety and primary GDL seat belt laws, and enforcement of Colorado's secondary seat belt law; 2. strictly enforce all seat belt, child passenger safety and GDL law violations; 3. conduct pre and post seat belt observational surveys; 4. report all enforcement activity to the CDOT traffic safety website ( www.dot.state.co.us ) within specified times; 5. review a GDL enforcement roll call video provided by CDOT; 6. provide CDOT with a copy of their agency's current seat belt policy (if not already on file). Training: All participants will receive a roll call GDL video, occupant protection "cheat sheets ", and other education /awareness materials. We will focus on the areas of our community that have had the highest rate of teen crashes and fatalities. In 2006 our city had 8 traffic fatalities, one victim was a 19- year -old driver. As of this date we have had 10 traffic fatalities in 2007, 3 of which were teens. In all of the teen fatalities high speed was a serious factor in the accidents. Pueblo also has a significant problem with teen -age parents not following the child passenger safety laws. The Pueblo Police Department has joined forces with "Crossroads "," Drive Smart ", and the Colorado State Patrol, to offer child seats, booster chairs and installation for a small donation. Information on this service.will be provided to violators at the time of the traffic stop.
