INTRODUCED September 10, 2007 ATTESTED BY APPROVED: ESID NTof City Council CITY CLERK Randy Thurston Councilperson P / 11 6!, Background Paper for Proposed RESOLUTION AGENDA ITEM # IQ DATE: September 10, 2007 DEPARTMENT: INFORMATION TECHNOLOGY -JOHN WILKINSON TITLE A RESOLUTION APPROVING THE EXTENSION OF THE PERFORMANCE PERIOD FOR A GRANT FROM THE CHEMICAL STOCKPILE EMERGENCY PREPAREDNESS PROGRAM (CSEPP) ISSUE In accepting a grant of up to $1,000,000 from CSEPP, passed through Pueblo County, the City expressed its intention to expend matching funds of up to $2,000,000 by September 30, 2007. Should this self- imposed deadline be extended to December 31, 2009? RECOMMENDATION Approval of the deadline extension until December 31, 2009 BACKGROUND The City accepted a grant of up to $1,000,000 (Resolution 10397, May 9, 2005) and agreed to matching funds at a two -to -one ratio. The matching funds can be comprised of almost any non - grant- funded radio system expense or most expenses related to construction of the new 911 Dispatch and Communications Center. The extended deadline will allow expenses associated with that new Center to be applied to the City's obligation to provide matching funds. FINANCIAL IMPACT The grant requires a two -to -one match. Of the $1,000,000 of available grant funds, the City has expended or contractually committed to $986,000 of expenses that are reimbursable under the terms of this grant. The remaining acquisition of radio equipment and constructing /equipping the new 911 Dispatch and Communications Center will be counted as the City's match.
