A RESOLUTION APPROVING A REQUEST AND APPLICATION BY THE CITY OF PUEBLO,
A MUNICIPAL CORPORATION, FOR GRANT ASSISTANCE THROUGH THE SPECIAL
HIGHWAY COMMITTEE IN THE FORM OF A FEDERAL BRIDGE REHABILITATION GRANT,
FOR THE PURPOSE OF REPAIRING THE UNION AVENUE BRIDGE (PUEUNIN- 0.0 -COR)
AND AUTHORIZING THE PRESIDENT OF THE CITY COUNCIL TO EXECUTE THE
APPLICATION.
WHEREAS, the Special Highway Committee, a joint committee of the Colorado
Municipal League and Colorado Counties, Inc., is receiving applications for federal bridge
rehabilitation grant funds for the rehabilitation of municipal bridges, and;
WHEREAS, the Union Avenue Bridge has been identified as needing emergency
repairs, now therefore
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
The City Council of the City of Pueblo, as the duly authorized governing body of the City
of Pueblo as the grant Applicant, hereby formally requests assistance from the Colorado
Municipal League in the form of a federal bridge repair grant. The City of Pueblo states that
such grant shall be used solely for bridge repair purposes and all necessary incidental costs,
and as generally described in the application.
SECTION 2.
The City of Pueblo has appropriated or will appropriate or otherwise make available in a
timely manner all matching funds that are required to be provided by the Applicant under the
terms and conditions of the grant contract.
SECTION 3.
The President of the City Council is hereby authorized to execute the application on
behalf of Pueblo, A Municipal Corporation, and the City Clerk shall affix the seal of the City
thereto and attest the same.

ISSUE
Should the City Council approve a request and application for grant assistance through
the Special Highway Committee to repair the Union Avenue Bridge.
RECOMMENDATION
Approval of this Resolution.
13ACKGIZOUND
The Union Avenue Bridge was re- inspected recently due to a directive issued by the State
Transportation Director that all under -deck steel truss style bridges, similar to the
Interstate 35 -W bridge that collapsed, be carefully reviewed. The State Bridge Engineer
noted a damaged section on one of the trusses along with extensive rust deterioration and
has recommended that repairs to the bridge be made. Because the latest sufficiency rating
(48.4) qualifies the structure for federal funding, it is anticipated that consideration will
be given to this specific application. The Special Highway Committee, ajoint committee
of the CML and Colorado Counties, Inc. is accepting applications for federal bridge
funds for rehabilitation or replacement of substandard bridges
FINANCIAL IMPACT
If awarded, the grant will cover almost 80% of the costs to repair the bridge. The
remaining 20% must be funded by the City. At an estimated repair cost of $150,000, the
City's match would be on the order of $30,000 dollars. Possible sources of matching
funds would include the City's General Fund, Community Development Block Grant
(CDBG) funds and the Department of Local Affairs (DoLA) grant funds..
