HomeMy WebLinkAbout11102RESOLUTION NO. 11102 A RESOLUTION APPROVING A REQUEST AND APPLICATION BY THE CITY OF PUEBLO, A MUNICIPAL CORPORATION, FOR GRANT ASSISTANCE THROUGH THE SPECIAL HIGHWAY COMMITTEE IN THE FORM OF A FEDERAL BRIDGE REPLACEMENT GRANT, FOR THE PURPOSE OF REPLACING THE WEST 11 STREET BRIDGE (PUE11TH -0.2- ADE) (OVER WILDHORSE CREEK) AND AUTHORIZING THE PRESIDENT OF THE CITY COUNCIL TO EXECUTE THE APPLICATION. WHEREAS, the Special Highway Committee, a joint committee of the Colorado Municipal League and Colorado Counties, Inc., is receiving applications for federal bridge replacement grant funds for the rehabilitation and /or replacement of municipal bridges, and; WHEREAS, the West 11 Street Bridge has been identified as being structurally deficient and in need of replacement and is eligible for the aforementioned grant funds, now therefore BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1 _ The City Council of the City of Pueblo, as the duly authorized governing body of the City of Pueblo as the grant Applicant, hereby formally requests assistance through the Special Highway Committee in the form of a federal bridge replacement grant. The City of Pueblo states that such grant shall be used solely for bridge replacement purposes and all necessary incidental costs, and as generally described in the application. SECTION 2. The City of Pueblo has appropriated or will appropriate or otherwise make available in a timely manner all matching funds that are required to be provided by the Applicant under the terms and conditions of the grant contract. SECTION 3. The President of the City Council is hereby authorized to execute the application on behalf of Pueblo, A Municipal Corporation, and the City Clerk shall affix the seal of the City thereto and attest the same. RECOMMENDATION Approval of this Resolution. BACKGROUND The West 10' Street Bridge was inspected recently as part of the off - system bridge inspection program. The bridge is recognized as structurally deficient and is load restricted to 19 tons GVW. The sufficiency rating is 13.4 (out of a possible score of 100) and therefore is eligible for replacement funding. The Special Highway Committee, a joint committee of the CML and Colorado Counties, Inc. is accepting applications for federal bridge funds for rehabilitation or replacement of substandard bridges. FINANCIAL IMPACT If awarded, the grant will cover almost 80% of the costs to replace the bridge. The remaining 20% must be funded by the City. At an estimated replacement cost of $4,000,000, the City's match would be on the order of $800,000 dollars. Possible sources of matching funds would include the City's General Fund, Community Development Block Grant (CDBG) fiords and the Department of Local Affairs (DoLA) grant funds, although these are capped at $500,000.
