HomeMy WebLinkAbout11089RESOLUTION NO. 11089 A RESOLUTION APPROVING A REQUEST AND APPLICATION BY THE CITY OF PUEBLO, A MUNICIPAL CORPORATION, FOR GRANT ASSISTANCE FROM THE COLORADO AERONAUTICAL BOARD AND THE DIVISION OF AERONAUTICS IN THE FORM OF A STATE AVIATION SYSTEM GRANT, DESIGNATING THE DIRECTOR OF AVIATION AS ITS PROJECT DIRECTOR AND AUTHORIZING THE PRESIDENT OF CITY COUNCIL TO EXECUTE THE APPLICATION WHEREAS, The General Assembly of the State of Colorado declared in Title 43 of the Colorado Revised Statutes, Article 10, 1991 ( "the Act ") in C.R.S. 43 -10 -101 "...that there exists a need to promote the safe operations and accessibility of general aviation in this state; that improvements to general aviation transportation facilities will promote diversified economic development across the state; and that accessibility to airport facilities for residents of this state is crucial in the event of a medical or other type of emergency... ". 2. The Act created the Colorado Aeronautical Board ( "the Board ") to establish policies and plans for the growth and development of aviation in the state, and to establish procedures for the administration and distribution of monies credited to the aviation fund to be used solely for aviation purposes at public - accessible airports, including procedures for the state aviation system grant program. SEE C.R.S. 43 -10 -105 of the Act. 3. The Act created the Division of Aeronautics ( "the Division ") to support the Board in fulfilling its duties. The duties of the Division in supporting the Board include providing administrative support to the Board in the distribution of monies credited to the aviation fund for aviation purposes, providing advisory assistance to airports providing access to the public, including technical and planning assistance, and implementing /administering the state aviation system grant program established solely for aviation purposes. SEE C.R.S. 43 -10 -103 and C.R.S. 43 -10 -108.5 of the Act. 4. Any entity operating a public - accessible airport in the state may apply to the Division for a state aviation system grant to be used solely for aviation purposes. SEE C.R.S. 43 -10- 102(3) and 43 -10- 108.5(2) of the Act. 5. The Applicant is a public - accessible airport or an entity operating such an airport in the state and has filed an application with the Division and the Board for a state aviation system grant to be used solely for aviation purposes. 6. The Division is authorized to assist only those public - accessible airports or entities operating such airports that request assistance by means of a resolution passed by the governing board of the airport or entity and forwarded to the Division. SEE C.R.S. 43- 10- 103(5) of the Act. 7. The Applicant understands that if it is awarded a grant by the State, any disbursement of grant funds to the Applicant shall be contingent upon the prior receipt by the State of a resolution that has been adopted by the duly authorized governing body of the Applicant and that expressly satisfies certain grant procedures and requirements, as described below. 8. The Applicant desires to request such grant assistance by means of a resolution passed by Applicant's duly authorized governing board, in order to comply with C.R.S. 43 -10- 103(5) of the Act and to satisfy certain grant procedures and requirements. The Applicant intends that the resolution: a) designate the individual authorized by the Applicant to execute the application on its behalf and to act in all related matters as the Applicant's Project Director for the project proposed in the Application, as described in the Division's Grant Program Project Management Manual ( "the Manual "); and b) commit the Applicant to comply with all terms and conditions of the application and all guidelines, policies, procedures, and requirements described in the Manual if a grant for the project is awarded to the Applicant by the Board; and C) obligate the Applicant to appropriate or otherwise make available in a timely manner sufficient funds, if any, that are required from the applicant for the application project. BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1. The City Council of the City of Pueblo, as the duly authorized governing body of the City of Pueblo as the grant Applicant, hereby formally requests assistance from the Colorado Aeronautical Board and the Division of Aeronautics in the form of a State Aviation System Grant. The City of Pueblo states that such grant shall be used solely for aviation purposes, as determined by the State, and as generally described in the Application. The President of the City Council is authorized to execute and deliver the Application in the name of the City of Pueblo. SECTION 2_ The City of Pueblo hereby designates the Director of Aviation as the Project Director, as described in the Manual, and authorizes the Project Director to act in all matters relating to the work project proposed in the Application on behalf of the City. SECTION 3. The City of Pueblo has appropriated or will appropriate or otherwise make available in a timely manner all funds, if any, that are required to be provided by the applicant under the terms and conditions of the grant contract. SECTION 4. The City of Pueblo hereby accepts all guidelines, procedures, standards, and requirements described in the Manual as applicable to the performance of the grant work if the Board awards a grant for the project to the City of Pueblo. RECOMMENDATION Approval of this Resolution. BACKGROUND The grant application is for the funding of the following projects: 1) Runway 8L/26R Rehabilitation The Runway condition requires rehabilitation. Porous friction course surfaces tend to create debris on the runway. Runway 8L/26R porous friction course surface will be removed (milled) and resurfaced with a grooved runway to enhance safety. There will be isolated reconstruction on the runway surface where required. Funding estimate: FAA $6,365,000; State $167,500; City $167,500. Total estimated project cost is $6,700,000. 2) Ramp Rehabilitation — Phase I : The ramp pavements are in such a condition the aircraft tend to loosen debris which may cause debris on the ramps. The pavement will be milled and rubbleized, then resurfaced. This is Phase I of 4 proposed phases. Funding estimate: FAA $1,520,000; State $40,000; City $40,000. Total estimated project cost is $1,600,000. 3) South East Detention Pond The detention pond needs to be completed to detain stormwater runoff from the ramp, runway, and taxiway surfaces located on the south east quadrant of the airport. The detention pond design has been completed and partial construction of the pond was completed with another project. Funding estimate: FAA $475,000; State $12,500; City $12,500. Total estimated project cost is $500,000. r� 4) Environmental — Training Runway The environmental study is a preliminary document to the proposed runway. The proposed runway will reduce the risk of aircraft and vehicle deviations and enhance airfield safety. The FAA also supports the closure of the existing runway contingent upon the construction of the new runway. An environmental impact study is required to proceed with the proposed construction of a new training runway north of Runway 8L/26R programmed for construction in 2009. Funding estimate: FAA $75,000; State $1,974; City $1,974. Total estimated project cost is $78,948. 5) Runway 26R Localizer Upgrade This improvement will allow continued economic development of hangars on the southeast portion of the airport. The current localizer has a broad critical area radius that can be reduced with this upgrade. The upgrade to the FAA owned Runway 26R Localizer will allow construction of new hangars in the newly developed Corporate Hangar Complex area up to the existing building restriction line. Funding estimate: FAA $95,000; State $2,500; City $2,500. Total estimated project cost is $100,000. 6) Airport Intem Program An airport intern will be helpful manpower to the airport as well as allowing them to learn about all aspects of operating an airport. The airport intern will be involved in all aspects of the airport (administration, maintenance, and security). Funding estimate: State $12,500; City $12,500. Total estimated cost is $25,000. FINANCIAL IMPACT The total estimated cost of the projects covered under this grant is $9,003,948. It is estimated that the FAA's portion will be $8,530,000. The State grant application is for $236,974. The City's matching funds in the amount of $236,974 have been requested with the 2008 budget. DEFINE THE PROPOSED PROJECT IN DETAIL *INCLUDE LAYOUT SKETCH ®Additional Information Submitted with Application Runway 8U26R Rehabilitation — Runway 8U26R is the primary runway and is 10,496 feet long by 150 feet wide. The runway is designed to accommodate aircraft weighing up to 75,000 lbs. with a single main landing gear configuration (SWG); 170,000 lbs. for aircraft with dual - wheeled main landing gear (DWG); and 250,000 lbs. for aircraft with dual- tandem main landing gear (DTW). The porous friction course was placed on Runway 8U26R in 1986 and is in severe need of replacement due to surface aggregates debonding and becoming a FOD hazard. The proposed rehabilitation technique will consist of removing the porous friction course and approximately 2 inches of underlying asphalt then applying a new 3 inch bituminous surface course. The runway will be grooved and re- marked. There are no electrical or drainage improvements anticipated to be included in this project. Ramp Rehab Phase 1 —The current ramp area consists of the commercial apron in front of the terminal building, a tie -down area west of the terminal and an apron east of the terminal area near Silver State Aviation. The ramp consists of a 2 to 4 -inch layer of asphalt concrete placed on a portland cement concrete pavement that was constructed in 1944. These pavements exhibit severe signs of raveling, weathering, and reflective cracking. The proposed rehabilitation technique will consist of several types of construction methods depending on the type of distress encountered and will be further developed during design. One of these proposed construction methods will be to mill the existing asphalt, rubblize the existing PCC pavements and then apply a new bituminous surface. Southeast Detention Pond — There are currently no storm water detention facilities on airport property. The proposed pond will collect the majority of overland and routed storm water runoff on the airport and then detain, filter, and safely release these flows at a historic rate. Much of the required grading to build this pond was completed concurrently with a City funded project in 2006 where the excavation from the pond was used as fill.
