ISSUE Should Council approve an agreement to begin construction of a radio tower as part of the City's 800 MHz Radio Network project. RECOMMENDATION Approval of this Resolution BACKGROUND The Agreement is to begin construction on a radio tower site on property the City owns, commonly known as Smelter Hill. This portion of the project is the first of two phases to complete this tower. When this first phase is complete, a tower will have been erected, an equipment building will have been constructed, and utilities and access will be in place. There will not be electronic equipment provided as part of this first phase; equipment will be provided in the second phase, under a separate agreement. The contractor, WDSL.US, LLC, is the sole authorized and certified Motorola installer and representative in Pueblo County. Motorola is the sole provider for equipment and engineering for the 800 MHz Radio Network, the specifications of which apply to this tower. FINANCIAL IMPACT This phase would be completed at a cost not to exceed $389,565, with WDSL.US, LLC serving as local provider, installer, and project manager, representing Motorola. Funds for this phase of the overall project are available through a CSEPP grant the City has accepted through an Intergovernmental Agreement with Pueblo County. The balance of $390,000 needed to complete the second phase would be available from other grant funds or a general fund appropriation.
