A RESOLUTION APPROVING APPLICATION BY THE CITY OF PUEBLO, A MUNICIPAL
CORPORATION, TO PARTICIPATE IN THE CONSOLIDATED COMMUNICATIONS NETWORK
OF COLORADO, INCORPORATED, (CCNC) STATEWIDE DIGITAL TRUNKED RADIO SYSTEM
(DTRS), AS PART OF LOCAL, STATE, AND NATIONAL PUBLIC SAFETY AND SECURITY
INITIATIVES
WHEREAS, the City of Pueblo, a municipal corporation, supports participating in the
Consolidated Communications Network of Colorado, Incorporated (CCNC) Statewide Digital
Trunked Radio System (DTRS) for interoperable radio communications throughout the State as a
part of Homeland Security initiative.
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that:
The applications to participate in the Consolidated Communications Network of Colorado,
Incorporated (CCNC) Statewide Digital Trunked Radio System (DTRS) for interoperable radio
communications, copies of which are attached hereto, are hereby approved. The City Manager is
authorized to file the participation applications, participation agreement, and related documents in
the name of the City.

ISSUE
Should the City join and participate in the Consolidated Communications Network of
Colorado, Incorporated (CCNC) Statewide Digital Trunked Radio System (DTRS) for
interoperable radio communications.
RECOMMENDATION
Approval of this resolution.
BACKGROUND
The City's new radio system will be compatible with the Statewide Digital Trunked Radio
System (DTRS). That Statewide network is comprised of hundreds of radio towers, many of
which are owned and operated by State agencies. There are numerous counties and cities
that also own towers that are part of this large, cooperative radio system. The Consolidated
Communications Network of Colorado, Incorporated (CCNC) is the organization through
which all of the participating agencies and jurisdictions plan and integrate on a statewide
basis. Without this cooperative effort, the towers that comprise the Statewide DTRS would
not be able to communicate with each other. Approval of this resolution will allow the City of
Pueblo to join the CCNC.
FINANCIAL IMPACT
At this time there is no financial impact from joining this organization. The Agreements do
allow for the establishment of users' fees in the future. The City could opt out of the
organization at that time if fees were onerous. Whether fees ever become a requirement is
a decision that would be made by the jurisdictions that comprise CCNC, in order to pay for
expenses that are shared among the participants. There is no indication at this time that
CCNC members are prepared to impose such users' fees upon themselves.
